This role is a great opportunity for an experienced transportation engineering professional who enjoys a mix of leadership, technical review, planning, and problem solving. The Transportation Manager oversees the City's Traffic Engineering Section and plays an important role in transportation planning, signal operations, development review, traffic safety, and long-range system improvements.

The selected candidate will work closely with City staff, regional partners, consultants, developers, contractors, and community members on projects that directly impact mobility, safety, and quality of life in Medford. With the City beginning a major update to its Transportation System Plan, this is an exciting time to bring your expertise, leadership, and vision to the Public Works team.

The City of Medford determines starting pay based on an evaluation of relevant education, experience, and qualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

Examples of Job Duties:

Essential Functions of the Position:

  • Supervises staff, including assigning work, scheduling, providing guidance, employee development, hiring, disciplinary recommendations, etc.

  • Responsible for conducting performance management reviews and evaluations of direct reports.

  • Plans, develops, implements, and manages:

  • City's transportation standards, plans, policies, programs, and projects.

  • Operation and maintenance standards for traffic signals and street lights, and adjusts traffic signal timing plans to maximize safety, efficiency, and convenience.

  • Section operating and capital budgets and revenue affecting capital, operations and administration, and recommends revenue enhancement and cost reductions.

  • Ensures consistency with local, regional, state and federal laws, and the City's transportation investment and long-term transportation system.

  • Manages the section budget, including contract approvals, resource allocation, and financial reporting.

  • Pursues and prepares outside funding and grants submission; considers grant funding in developing programs.

  • Analyzes system problems and develops innovative solutions using transportation modeling computer software for development and testing resolutions.

  • Coordinates with other jurisdictions for regional planning and maintenance and develops partnerships to resolve problems.

  • Coordinates response to public inquiries involving traffic engineering projects.

  • Participates as a member of the overall management team and represents the City at various meetings and conferences, including preparing and delivering presentations.

  • Assists with making a direct contribution to the community's quality of life.

  • Completes designated job tasks, special projects, and all other duties as assigned to meet team, department, and City goals while working cooperatively, efficiently, and productively in a team environment.

  • Actively demonstrates high levels of employee engagement, accountability, mentoring, coachability, and responsibility for personal performance and results.

  • Demonstrates initiative to incorporate and implement learning principles from informal and formal training, as well as feedback from leaders and co-workers.

  • The scope of the assigned responsibilities may vary based on departmental structure and at the discretion of the Department Director or designee.

Required Education and Experience:

  • High school diploma or GED equivalent; and
  • Five (5) years of progressive experience in transportation engineering or transportation planning with two (2) of those years in a supervisory or leadership position.
  • Bachelor's degree in civil engineering, transportation engineering, transportation planning, or other specific area of study as deemed applicable may substitute for two (2) years of experience.

Required Licenses:

  • Valid, current Driver's License and safe driving record
  • Oregon Professional Engineer License

Preferred Qualifications:

  • Professional Traffic Operations Engineer (PTOE) Certification

Available Schedules:

  • 8 hours daily, Monday - Friday
  • Opportunity for alternate schedule after the first 90-days:
  • 9-80 (nine-hour workdays with a three-day weekend every other week)
  • Teleworking up to 1 day per week
