Job Summary

The Bellevue Transportation Department is APWA accredited with a professional staff that aspires to our vision of "keeping Bellevue moving forward." With services in planning, operations, review, design, construction, and maintenance, we work with our regional partners to provide a safe multi-modal transportation system for those who live, work, and play in Bellevue.

The City of Bellevue Transportation Department is seeking a motivated leader to fill our Transportation Operations and Maintenance Manager position to provide direction and leadership for both Streets and Traffic Signal Maintenance. You will have the opportunity to lead an experienced team that takes pride in providing a high quality of operations and maintenance services.

Reporting to the Assistant Transportation Director for Mobility Operations, you will serve on the Assistant Director's Management Team and work with the other team members in the coordination of maintenance activities and the execution of small work orders designed by city staff. You will also work closely with Operation Managers in the Utilities, Parks and Fleet Maintenance Departments in the execution of joint maintenance projects and response to emergency events.

Direct reports for this position include the superintendent for the Street Maintenance team; three Working Crew Chiefs that oversee the maintenance of traffic signals, lighting and Intelligent Transportation Systems infrastructure and the inspection of new electrical installations; a Senior Business Analyst, and a Program Manager who oversees all contracted maintenance services. The full team has approximately 43 full-time staff that are represented by two unions, Teamsters and IBEW. This position and all staff work out of the Bellevue Service Center.

This position is responsible for the execution of emergency response to wind, snow and ice weather events. In coordination with the Streets Superintendent, the Operations and Maintenance Manager determines when to declare an emergency event and activate the emergency dispatch center. This declaration typically includes converting all Streets staff and supporting staff, from Parks, Utilities and Fleet to 12-hour shifts for the duration of the event.

Essential Duties and Responsibilities

  • Manages personnel, performance issues, disciplinary measures, and the evaluation of subordinates. Establishes performance goal for direct reports and supports the development of goals for all field staff.
  • Serves as primary representative for management from the Transportation Department with the Teamsters and IBEW unions.
  • Recruits, selects, supervises and evaluates technical and maintenance staff; provides general direction to staff; ensures resolution of problems; sets priorities, establishes workloads and provides support in decision-making. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Recommends policies and procedures; ensures effective implementation and adherence.
  • Responds to complaints from the public and other agencies; provides quality teamwork and customer service to internal and external customers.
  • Develops, monitors, and manages operation budgets for the Streets and Signal maintenance teams. Oversees procurement, contract management and cost control. Ensures fiscal responsibility and alignment with capital planning.
  • Oversees development of employee safety programs.
  • Oversees development of risk management strategies.
  • Provides technical expertise and leadership in assigned functional area; provides expertise for solving more complex maintenance and system issues. Coordinates with the Transportation Department design team managers in development of design practices that are conducive for long-term maintenance.
  • Serves on the Transportation Department's Strategic Team with other Department managers.

Supervision Received and Exercised

  • Works under the general supervision of the Transportation Department Assistant Director for Mobility Operations.
  • Exercises supervision over technical, maintenance, and administrative staff directly and through subordinate supervisors.

Knowledge of:

  • Civil engineering principles, practices, and methods associated with construction and maintenance of transportation infrastructure.

Education and Experience Requirements

  • Graduation from an accredited two-year college or university with an appropriate degree related to construction management or transportation operation and maintenance disciplines.
  • Five or more years of progressively responsible related experience in field operations and/or maintenance, including supervisory or lead-worker experience.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Flexible/Hybrid Working:

A hybrid work schedule is available for this position after an orientation period working in the office after hire. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
