These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Qualifications:

Minimum of 30 year(s) of experience in Project and Program Management, Civil Engineering, and/or Regional and Community Planning OR BA/BS Degree in Civil Engineering, Planning OR Previously completed training in Project and Program Management, Civil Engineering, and/or Regional and Community Planning

  • Department of the Interior/National Park Service experience; Federal Highway Administration (FHWA) experience
  • Experience required with Windows, MS Word, MS Excel, MS Access, MS PowerPoint, MS Teams, MS Outlook
Duties:

Enrollee will assist on a wide range of Federal Lands Transportation Program projects that include meetings, scoping of projects, and coordination with regional and park staff on projects. Enrollee serves as a Project Manager and Specialist for infrastructure and transportation projects within the Alaska Region, under the direction of the Alaska Region?s Federal Lands Transportation Program (FLTP) manager. This position is responsible for assisting in the project management, compliance, and facilitation of meetings related to Alaska park projects. A key focus of this enrollee?s work will be with Denali National Park & Preserve but is not limited to that park. This position will also provide guidance on design and construction methods; sequencing of planning, design, and construction; facilitation in group meetings with park, region and partners; and assist in the preparation of briefings as needed for infrastructure projects. This position will also communicate with necessary staff at the park and region, as well as communicate with NPS leadership (WASO ? Washington Support Office), DSC (Denver Service Center), and FHWA (Federal Highway) staff at the divisions and FHWA HQ (headquarters). This enrollee will also assist with preparation of contract and/or financial assistance documentation for non-design/construction projects as needed.

  • Project Management ? serves as a primary point of contact with parks, support offices, and region staff regarding assigned projects. Assists division chiefs in determining project scope (goals, objectives, deliverables, reporting requirements, work options, alternatives), schedules (timetables, milestones), budget (planning/design/construction cost estimates, financing procedures), contracting preparation, project specialist assignments, A/E selection, and appropriate level of quality.   40%
  • Communication ? Reviews and provides comments on road and bridge projects (Cat I), alternative transportation (Cat III), and road studies, reports, plans and specification prepared by FHWA, State, other agencies, and AE firms for conformance to FLTP policies, standards, and good design and prepares correspondence for assigned projects.   35%
  • Evaluation/Analysis ? Participate in pre-project planning (PPP) scoping trips and project specific trips as assigned. Reviews preliminary PPP reports and provides comments. Participates in plan-in-hand reviews and other design development meetings.   15%
  • Miscellaneous ? May assist parks and regions in preparation of PMIS entries and/or review PMIS entries for proper inclusion of project-related items before estimates are prepared for programming purposes. Assist in the preparation of estimates, assists in the preparation of scopes of service for future projects when requested. May coordinate the scheduling and participate in preconstruction conferences as a technical/professional representative.   10%

Other:
  • Overnight travel: Up to 4-5 trips to the field of approximately one week or less including travel on each end of those trips.
  • Air travel anticipated: Depending on enrollee location, air travel will be required to go to the site/park depending on the project
