Job Summary:

The Transportation Planner II (Transit/Mobility Service Planning) is a mid-level professional position responsible for managing and supporting transportation planning initiatives, with a focus on transit service planning and mobility access. This role conducts data collection and analysis, prepares reports and presentations, and utilizes GIS and other planning tools to support informed decision-making and system evaluation.

Serving as the Mobility Service Planner for the City of Greeley Mobility Services, this position leads transit planning efforts including route and service design, schedule development, and continuous service improvement. The Planner evaluates system performance and develops service strategies that balance cost efficiency, customer experience, operational performance, and reliability while supporting first- and last-mile connectivity.

The position integrates data analysis, operational requirements, and stakeholder input to refine transit services and optimize service delivery. Responsibilities also include leading public outreach efforts, coordinating with stakeholders, and providing project management support for complex transportation initiatives.

The Transportation Planner II works closely with the Senior Transportation Planning Manager, Mobility Manager, internal departments, regional partners, and elected officials to advance mobility, land use, and sustainability goals while independently overseeing day-to-day project activities.

Experience, Education, and Skills:

Minimum Requirements:

  • Bachelor's degree in a related field
  • 3+ years of experience in transit and/or transportation planning
  • Knowledge of current transit planning service practices and processes
  • Public speaking and/or community engagement experience

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver's license.

Preferred Qualifications:

  • Master''s degree or certifications in a related field or an equivalent combination of education and work experience.

  • AICP Certification

  • Knowledge of related transit scheduling, planning, and related software (VIA, Remix, ArcGIS, etc.) and their applications

  • Experience in assisting with transit planning projects, including supporting budget, timeline, and stakeholder coordination.

  • Involvement in long-term transportation planning efforts, contributing to visioning and strategy.

Knowledge, Skills, and Abilities:

  • Knowledge of the planning principles, practices, and procedures as they pertain to the performance of the essential duties of position.
  • Knowledge of transit service planning, transit operations, transportation planning, and parking planning.
  • Knowledge of principles, methodology, practices of research and data collection.
  • Knowledge of relevant Federal transportation programs.
  • Skill with effective writing techniques.
  • Skill using computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS.
  • Ability to organize work for timely completion and work with minimal supervision.
  • Ability to work on several projects or issues simultaneously and prioritize accordingly
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes.
  • Ability to clearly communicate and understand information in English, both orally and in writing.

Essential Functions:

Data Collection & Analysis

  • Independently manage the collection and analysis of transportation data (transit ridership, pedestrian counts, surveys, etc.).
  • Conduct in-depth analysis of transit systems to inform planning decisions.
  • Utilize GIS software, spreadsheets, transit software, and other databases to compile, query, analyze, and interpret transportation-related data (e.g., on-street/off-street parking, transit ridership, on-time performance, travel delay).
  • Coordinate and conduct research on demographic data, transportation system performance, and transportation behavior to support policy recommendations.

Planning Support and Report Preparation

  • Prepare comprehensive reports, recommendations, and presentations on transportation plans, strategies, and projects.
  • Lead the development and implementation of transportation and mobility plans, ensuring alignment with broader community goals.
  • Manage smaller or less complex transportation planning projects with moderate supervision, ensuring timely and effective execution.
  • Facilitate routine system monitoring and regular transit system performance evaluation.
  • Develop transportation plans, strategies, or reports for specific areas or projects, translating technical data into actionable plans.
  • Support senior planners in more complex research and technical aspects of transportation planning projects.

Public Outreach and Coordination

  • Lead community outreach activities, including public workshops or meetings, to gather input and communicate project goals, ensuring engagement is inclusive and representative.
  • Actively participate in public meetings and hearings, explaining planning proposals, gathering feedback, and achieving consensus on project designs.
  • Facilitate community engagement activities, synthesizing public feedback into the planning process to ensure plans reflect stakeholder input.
  • Coordinate with the Colorado Department of Transportation (CDOT), surrounding communities, and the North Front Range Metropolitan Planning Organization (NFRMPO) to address transit/mobility policy and project impacts on the region.
  • Manage the scheduling and logistics of meetings with stakeholders, maintaining effective communication channels throughout project or service lifecycles.

Policy, Funding, and Collaboration

  • Analyze mobility policies and funding sources, making recommendations for improvements or changes to enhance system efficiency and effectiveness.
  • Collaborate with other departments, agencies, and consultants on larger transportation projects, ensuring alignment and integration across multiple teams.
  • Provide policy analysis and strategic recommendations based on the evaluation of transportation plans, infrastructure, and funding opportunities.
  • Stay apprised of funding opportunities and provide support on applications for competitive grants.
  • Performs other duties as assigned.

Supervisory Responsibilities: N/A

Travel: Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

Work Environment:

  • Primarily based in a standard office environment, which involves working at a desk or workstation for extended periods.

  • While the role is office-based, occasional visits to off-site locations or field environments may be required for meetings or project-related work.

Physical Requirements:

  • Mobility: Requires minimal physical effort typically associated with clerical work. The ability to move throughout the office or work location is necessary, as well as the ability to walk, bend, stoop, reach, or navigate uneven terrain during occasional site visits or field inspections.

  • Dexterity: Ability to perform repetitive motions for tasks such as typing, writing, and operating standard office equipment.

  • Strength: Ability to lift and carry materials or equipment weighing up to 15 pounds occasionally.
