Working Hours

The City of Wilmington is seeking a passionate and innovative Transportation Planning Manager to join our dynamic team. In this role, you will lead the City's transportation planning efforts through development of transportation and mobility plans for the city as a whole and specific corridors, coordinate with community partners such as the Wilmington Metropolitan Planning Organization and WAVE Transit to advance regional transportation initiatives, and help to deliver a wide variety of transportation projects that make our streets safer, more accessible, and more connected by working with our partners and securing funding.

Typical Tasks

As our Transportation Planning Manager for Vision Zero, you will:

  • Identify and prioritize local transportation planning and project needs.
  • Advance Vision Zero goals by developing and implementing strategies to create safer streets and equitable, multi-modal transportation options for all users
  • Collaborate with departments across the City on key initiatives, provide public education, technical assistance, recommendations, interpretation, and coordinate committee agendas.
  • Develop policy through research and trend identification; organize, analyze, and interpret data; research local, state, and federal regulations, work with city council, commissions, boards, and track legal changes.
  • Manage projects by developing proposal specifications, scopes of service and amendments; evaluating proposals; recommending contracts; and monitoring consultant progress, quality control, public engagement efforts, budget, and schedule to ensure all work is completed.
  • Work with the City's Community Engagement team to organize and facilitate public meeting and public outreach efforts and ensure that information is made available to the public by developing and publishing information through the City Vision Zero website and other public facing platforms.
  • Collaborate with the Planning and Development Department to ensure transportation needs and strategies are identified in comprehensive plans, corridor plans, neighborhood and small area plans.
  • Coordinate planning efforts with other agencies, departments, and local member governments including FHWA, NCDOT, WMPO & WAVE Transit.
  • Provide project development support through design review, identification of potential funding opportunities, coordinating submission and implementation of discretionary grant applications.
  • Perform other related duties as assigned.

Qualifications

Education and Experience:

  • Bachelor's degree in transportation planning, urban & regional planning, transportation engineering, public administration, or a closely related field of study and a minimum of three years of transportation planning or relevant experience or an equivalent combination of education and experience sufficient to perform the essential functions of the position.

Additional Requirements:

  • Valid Class C driver's license
  • Ability to work nights and weekends including, but not limited to, public engagement events and City Council meetings.
  • Preferred: Experience with Vision Zero, bike/ped design, grants, and/or certifications (P.E., AICP, PMP, PTP).

Knowledge, skills and abilities:

  • Knowledge of and experience in short and long-range planning processes
  • Strong communication, coordination, and project delivery skills.
  • Passion for multimodal mobility, transportation safety, and community-focused design.
  • Demonstrated ability in coordinating and directing team and individual projects.
  • Experience in presenting technical information to boards, committees, and the public.
  • Experience in developing and implementing public outreach strategies for planning and education activities.
  • Strong critical thinking and problem-solving skills.
  • Project management and inter-agency coordination experience.
  • Proficient in Microsoft Office Suite.

Supplemental Information

  • Office Work: Primarily sedentary, involving prolonged sitting, computer use, telephone and office equipment operation, and standard office tasks. Requires visual acuity, hearing, and manual dexterity for reviewing documents, analyzing data, and completing administrative responsibilities.

  • Field Work: Regular visits to sanitation sites may require standing, walking, stooping, kneeling, crouching, reaching, pushing, pulling, and lifting or carrying objects up to 10 pounds occasionally. Employees may encounter uneven terrain, traffic, construction areas, and outdoor weather conditions and must use appropriate personal protective equipment.

  • General Requirements: The position involves occasional travel to meetings, evening events, or after-hours response. All work is performed in compliance with applicable State and Federal OSHA regulations, including hazard communication, personal protective equipment, and slip, trip, and fall prevention

Health Benefits are offered to employees working at least 30 hours per week.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following hire for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.

Dental Insurance - Coverage becomes effective the first day of the month following hire. Employees, their spouse and dependent children are eligible for coverage.

Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.

Retirement:

  • NC Local Government Retirement System - All benefits eligible employees make a mandatory 6% contribution every pay period.
  • Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.

Paid Leave (offered to employees working at least 1,000 hours annually*):

  • Sick Leave - 12 days accrued each year
  • Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
  • Holidays - 13 paid holidays annually
  • Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
  • Part-Time Employees will earn paid leave benefits on a pro-rated basis.
