Job Description
Goins Sweitzer Engineers and Consultants is seeking a Procurement Specialist to support transportation and public infrastructure clients with procurement planning, solicitation development, proposal evaluation, contract administration, and procurement process improvement initiatives.

In this role, you will work directly with state agencies, local governments, transit agencies, airport authorities, ferry systems, and other public-sector organizations to facilitate compliant, transparent, and effective procurement processes. Assignments may involve professional services procurements, construction procurements, alternative delivery procurements, grant-funded procurements, and specialized transportation contracts.

This position is ideal for an organized and detail-oriented procurement professional who enjoys managing competitive purchasing processes, administering contracts, interpreting procurement regulations, coordinating stakeholders, and helping public agencies obtain the equipment, materials, supplies, and services needed to achieve their operational and programmatic objectives.

While some assignments may involve project-related procurements, the primary focus of this role is supporting agency procurement operations, purchasing programs, contract administration activities, and procurement process improvement initiatives.

Key Responsibilities

Procurement Planning & Administration
  • Assist clients (primarily NCDOT) in developing procurement strategies and acquisition plans for obtaining the equipment, materials, supplies, and services needed to achieve their operational and programmatic objectives.
  • Coordinate, review, facilitate, and support development of procurement documents.
  • Confirm procurement packages comply with applicable federal, state, and local requirements.
  • Coordinate and administer competitive procurement activities for equipment, materials, supplies, professional services, and other agency purchasing needs.
  • Prepare, review, and process solicitation documents, purchase recommendations, contract documents, amendments, and related procurement records.
  • Conduct market research and assist clients in identifying appropriate procurement methods and sourcing strategies.
  • Evaluate vendor responses for compliance with solicitation requirements and procurement regulations.
  • Coordinate procurement schedules, solicitation advertisements, bid openings, evaluations, negotiations, award recommendations, and contract execution activities.
  • Track procurement milestones and proactively identify schedule risks.
  • Maintain procurement documentation and records in accordance with applicable policies and audit requirements.
  • Provide guidance regarding procurement procedures, purchasing regulations, and contracting requirements.

Contract Administration & Compliance
  • Administer contracts for goods, services, equipment, and materials throughout the contract lifecycle.
  • Monitor vendor performance, contract compliance, renewals, amendments, and closeout activities.
  • Assist clients with contract negotiations, issue resolution, and procurement-related risk mitigation.
  • Support procurement audits, reviews, and compliance assessments.
  • Interpret and apply applicable federal, state, and local procurement regulations and policies.
  • Recommend improvements to procurement procedures and contract administration practices.

Client Support & Advisory Services
  • Provide procurement guidance and technical assistance to public-sector clients.
  • Develop procurement manuals, templates, procedures, and best-practice guidance documents.
  • Support strategic initiatives related to procurement modernization and process improvement.
  • Participate in stakeholder meetings and facilitate collaborative decision-making processes.

Minimum Qualifications
  • Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Construction Management, Engineering, Planning, Finance, Law, or a related field from an accredited institution.
  • Four (4) or more years of progressively responsible experience in public procurement, purchasing, contract administration, supply chain management, procurement operations, or a closely related field.
  • Experience supporting procurement processes for public-sector organizations.
  • Knowledge of competitive procurement principles and best practices.
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple concurrent assignments and deadlines.
  • Proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Valid driver's license and favorable driving record.

Preferred Qualifications
  • Relevant Professional Accreditations:
    • Certified Professional Public Buyer (CPPB)
    • Certified Public Procurement Officer (CPPO)
    • Certified Purchasing Manager (CPM)
  • Experience with North Carolina (and in particular, NCDOT) procurement laws and regulations.
  • Experience administering government purchasing programs for equipment, materials, supplies, and services.
  • Experience supporting federally funded transportation procurements.
  • Experience preparing procurement policies, manuals, or guidance documents.
  • Proficiency with Smartsheet or other project management platforms.
