Position HighlightsMonday – FridayFull Time, 40 hours per weekFirst Shift, 7:30 am – 4:00 pmLocation: DOT District 2 Headquarters in Norwich (Additional locations: District 1 – Rocky Hill, District 3 and 5 – New Haven, District 4 – Thomaston, Division of Construction Operations – Newington)P-4 (Engineering and Scientific) bargaining unitEligible for telework after successful completion of the initial working test periodRole OverviewThe Transportation Supervising Engineer will assist the District Engineers in supervising a staff engaged in transportation engineering in the office and field.Key ResponsibilitiesDaily project or program oversight, coordination, and direction to staff assigned to the sectionManaging program fundingProgram wide engineering and construction schedulingMeeting with State, Local, and Federal officialsCoordination with Metro‑North, Amtrak, FRA, FTA, FHWA, and other regulatory agenciesProgram design review, value engineering analysis, and program refinementConstructability analysis and coordination of design issues on Design Build projectsResolving construction issues and conducting performance appraisalsPreparing consultant agreements and negotiating work assignmentsOverseeing project engineers dedicated full time to this programOther duties as assignedKnowledge, Skills, and AbilitiesConsiderable knowledge of transportation construction engineering principles such as construction, surveys, geodetic surveys, and materials testingAdministrative and financial controls related to transportation construction engineering plans, contracts, projects, and reportsStrong understanding of agency policies, state and federal laws, statutes, and regulationsProficiency in highway construction methods and materialsExcellent interpersonal, oral, and written communication skillsAbility to analyze and review engineering reports, plans, and specificationsKnowledge of information systems and technologies relevant to the fieldEffective supervisory and leadership abilitiesMinimum QualificationsEight (8) years of experience in transportation construction engineeringAt least one (1) year of that experience must have been in an engineering role with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing (interpreted at the level of a Transportation Engineer 3 in the state system)Preferred QualificationsProficiency in oral and written communication skillsExperience in a supervisory capacity using leadership, organizational, and interpersonal skillsStrong critical thinking and problem‑solving abilitiesExperience with department software applications, including Construction Management System, Office 365, COMPASS, and COREUnderstanding of contract administrative procedures and principlesSpecial RequirementsMust possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of ExaminersMay be required to possess appropriate certification from the NorthEast Transportation Training and Certification Program (NETTCP)May be required to possess and retain a valid Motor Vehicle Operator's licenseMay be required to travelEqual Opportunity EmployerThe State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages applications from women, minorities, and persons with disabilities.#J-18808-Ljbffr
