Non-Competitive Promotion (Civil Service Law §52.7)

If there are three or fewer qualified candidates, the position may be filled through a non-competitive promotion in accordance with Section 52.7 of the New York State Civil Service Law. To be eligible, candidates must have at least one year of permanent competitive or 55-b/55-c service as a Transportation Supervisor 1.

This notice serves to inform all eligible employees of SUNY Stony Brook of the University''s intent to utilize the non-competitive promotion process for the position of Transportation Supervisor 2, subject to approval by the New York State Department of Civil Service. A permanent appointment may be made through this process if an eligible candidate meets the minimum qualifications and the non-competitive promotion is approved.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. (See Special Notes*)

To qualify for appointment through the NY HELPS Program, candidates must meet one of the following requirements:

Either 1. Four years of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles;

OR 2. Seven years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles.

Substitution: A high school diploma or a high school equivalency diploma issued by an appropriate educational authority for two years of the experience described in #1, or four years of the experience described in #2.

Must have, keep and maintain a valid NYS CDL Class B Driver's License with Passenger and Air Brakes and be able to be 19A certified as required by New York State DMV. Must have a passenger endorsement without restrictions L, Z, N1 or N2 as they are considered non-qualifying. Must have a motor vehicle record which is free from major violations or a pattern of repeat violations (* Out-of-State Applicants, see "Special Notes"). Appointment will be contingent upon proof of identity and eligibility for employment and successful completion of pre-employment testing for controlled substance use as mandated by the Federal Highway Administration Omnibus Transportation Act of 1991. Please note that employment cannot commence until notification for successful completion of this pre-employment testing is received. Must comply with the Omnibus Transportation Employee Testing act (drug and alcohol testing).

Preferred Qualifications: Experience supervising dispatch operations in a large transportation fleet, operating multiple shifts and/or a seven-day-per-week schedule. Experience supervising Bus Drivers and/or Motor Vehicle Operators. Certified New York State 19-A Examiner. Demonstrate experience with scheduling, dispatching, and fleet management systems. Experience developing, preparing and administering a bus driver bid program in accordance with department policy and collective bargaining agreement.

Brief Description of Duties: The Transportation Supervisor 2 is responsible for the maintenance of the bus driver bid program which is essential to the function of the department to ensure operational efficiency and continuity. They will plan, schedule and revised daily, weekly and long-term bus runs.

  • Develop, prepare, maintain and administer the bus driver bid program.

Recommend and implement improvements to work procedures to enhance efficiency and service delivery.

  • Oversee the daily assignment and utilization of a large fleet of on-ground and over-the-road vehicles, including buses and trucks.
  • Select, assign, and supervise Motor Vehicle Operators, Bus Drivers, and other transportation staff; monitor time and attendance; approve leave; and prepare performance evaluations.
  • Maintain required records of bus and vehicle operations, mileage, fuel usage, maintenance, inspections, and insurance documentation. Oversee arrangement of fuel deliveries.
  • Perform the full range of supervisory responsibilities, including staff development, training coordination, and disciplinary actions as required.
  • Plan, schedule, and revise daily, weekly, and long-term bus and truck runs to meet operational demands.
  • Ensure compliance with all vehicle and driver safety regulations, including NYS DMV and 19-A requirements.
  • Receive, investigate, and respond to complaints, incidents and reports of injuries; coordinate accident reporting and follow-up in accordance with agency policy.

Ensure implementation and use of navigation, passenger counting, on-demand, dispatching, and other transportation-related technologies.

  • Perform other duties or special projects as assigned in support of departmental and institutional.
  • Review driver reports of vehicle malfunctions and coordinate with maintenance staff or external vendors to schedule routine servicing, inspections and major repairs.
  • Contract for outside vehicle services or truck rentals when internal resources are unavailable.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes: This is a full-time position, 40 hours per week, Monday through Thursday, 10:00 a.m. to 6:30 p.m. and Friday 3:00 p.m. to 11:30 p.m. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. SG 14 Hiring Rate $53,764. This position includes location pay of $4,000 per year.

  • Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming.
