If the candidate has a permanent address within 80 miles of Bismarck, they're not eligible as a local traveler.
For a true traveler coming from outside the area, that's not an issue.

For an experienced traveler wanting a broad OB assignment, this gives them exposure to L&D, postpartum, newborns and GYN surgical patients.
