    Position: Program Analyst (Mid)

    Clearance Requirement: TS/SCI clearance

    Ever wonder what happens between a great idea in a government lab and a technology that actually reaches the field? That's where you come in. As a Program Analyst supporting the Office of Research and Technology Applications (ORTA), you'll sit at the intersection of science, strategy, and execution — helping shepherd cutting-edge R&D from concept through funding, contracting, and transition into the hands of the people and partners who need it. If you like connecting dots across budget, schedule, policy, and technology, this role is built for you.

    What You'll Bring

    • Real experience or education in R&D program development — you know how a technology moves from concept to transition, not just in theory.
    • A working grip on program management fundamentals: cost, schedule, and performance (CSP).
    • Comfort with RDT&E funding and the PPBE process, plus enough FAR/DFARS/FMR fluency to structure schedules and plan funding execution without missing a beat.
    • A knack for drafting, reviewing, and editing R&D SOWs, contracts, and specialized agreements — Technology Transfer Agreements, CRADAs, EPAs, PIAs, OTs — and making program documentation actually make sense.
    • Working familiarity with IP, Export Control/ITAR, TRLs, and security classification — the guardrails that keep program protection and technology transition on track.
    • Sharp communication skills across email, briefings, and meetings, and the initiative to schedule, run, and follow through on your own.
    • A self-starter mindset — you don't wait to be told twice.

    What You'll Actually Do

    • Keep program managers ahead of the curve on cost, schedule, and performance across assigned RDT&E efforts.
    • Build and maintain program schedules that actually line up with funding execution and PPBE milestones.
    • Draft and coordinate SOWs, technology transfer instruments, and other program documentation — and make sure it's right.
    • Track funding execution and keep FAR/DFARS/FMR compliance tight.
    • Bake IP, export control/ITAR, TRL, and classification considerations into program protection and transition planning.
    • Run the meetings that keep programs moving — scheduling, prepping materials, facilitating working groups.
    • Help ORTA coordinate technology transfer activities with industry and academic partners, tracking agreements from kickoff to milestone.
    • Jump in on other program analysis work as it comes up — no two weeks look the same.

    Required Qualifications

    • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
    • Bachelor's degree (BA/BS) or Master's degree (MA/MS) in Business Management, Systems Management, a technical discipline, or an equivalent degree.
    • Ten (10) or more years of relevant work experience.

    • Bachelor's degree (BA/BS) or Master's degree (MA/MS) in Systems Analysis, Systems Engineering, or Systems Management.
