    Description

    Position Summary

    The Senior Compliance Analyst is responsible for managing and administering contract compliance services for multiple client engagements across public and private sector construction, infrastructure, transportation, utility, and commercial projects. Acting as a compliance project manager, this position coordinates and monitors contract compliance activities throughout the project lifecycle to ensure contractual, regulatory, statutory, funding, and owner requirements are accurately implemented, documented, monitored, and reported.

    The Senior Compliance Analyst serves as the day-to-day compliance lead for assigned projects, working collaboratively with owners, agencies, contractors, subcontractors, consultants, and internal project teams to coordinate compliance activities and provide contract compliance consulting services. Responsibilities include maintaining complete, accurate, and audit-ready documentation; administering compliance reporting systems; preparing recurring and ad hoc reports; monitoring contractor performance; conducting compliance reviews and project site visits; supporting audits; identifying compliance risks; and providing technical guidance that enables clients to successfully meet contractual obligations.

    Contract Compliance Services

    Administer contract compliance services for assigned public and private sector projects.

    Coordinate day-to-day contract compliance activities throughout the project lifecycle.

    Interpret contractual, regulatory, statutory, funding, and owner requirements and communicate compliance obligations.

    Monitor and administer compliance services supporting four core practice areas:

    • • Business Enterprise Compliance (MWBE, DBE, SBE, SDVOB, ACDBE and other owner-specific participation programs).
    • • Workforce Compliance (local hiring, workforce participation, apprenticeship utilization, workforce reporting and related contractual commitments).
    • • Prevailing Wage Compliance (certified payroll, prevailing wage requirements, apprenticeship compliance, wage restitution, interviews, and payroll auditing).
    • • Contract Compliance Services including Build America, Buy America (BABA), sustainability reporting, community benefit commitments, disadvantaged community initiatives, grant and funding compliance requirements, owner-specific performance metrics, contract deliverables, contractor onboarding, regulatory monitoring, reporting obligations, and other project-specific contractual requirements.

    Review contractor and subcontractor submissions for completeness, accuracy, and contractual compliance.

    Identify deficiencies, prepare corrective action notices, monitor resolution, and escalate issues as appropriate.

    Project Administration & Stakeholder Coordination

    Manage multiple contract compliance service engagements simultaneously.

    Serve as the primary day-to-day compliance contact for assigned projects.

    Coordinate project startup, contractor onboarding, compliance orientations, project meetings, and closeout documentation.

    Develop project-specific compliance plans, reporting schedules, compliance matrices, document checklists, and tracking tools.

    Coordinate communications among owners, agencies, contractors, subcontractors, consultants, and internal project teams.

    Track milestones, reporting deadlines, contract deliverables, and compliance commitments.

    Compliance Monitoring, Auditing & Documentation

    Conduct compliance reviews, audits, desk reviews, document verification, field observations, and project site visits.

    Review certified payrolls, workforce reports, utilization reports, payment documentation, apprenticeship records, and supporting documentation.

    Conduct contractor interviews, prevailing wage interviews, prompt payment reviews, and Commercially Useful Function (CUF) assessments.

    Support agency audits and maintain defensible documentation supporting compliance determinations.

    Recordkeeping, Reporting & Data Management

    Maintain complete, organized, and audit-ready project records in accordance with contractual and regulatory record retention requirements.

    Develop and maintain compliance tracking logs, databases, dashboards, and reporting systems.

    Prepare recurring and ad hoc compliance reports, utilization reports, workforce reports, certified payroll summaries, executive dashboards, KPI reports, and project status updates.

    Collect, verify, organize, and archive contractor documentation.

    Monitor reporting deadlines and ensure timely submission of required deliverables.

    Establish defensible audit trails and maintain documentation for audits, investigations, and project closeout.

    Outreach, Training & Stakeholder Engagement

    Coordinate outreach and contractor engagement activities.

    Provide technical guidance to owners, agencies, contractors, subcontractors, and project teams.

    Develop and deliver compliance orientations, workshops, and training.

    Operational Support

    Support implementation and continuous improvement of compliance technology and reporting tools.

    Assist with proposals, development of new contract compliance services, and process improvement initiatives.

    Mentor junior staff as assigned.

    Travel to client offices, construction sites, meetings, outreach events, conferences, and training sessions as required.
