The Idaho Public Utilities Commission has an exciting new opportunity for a full-time Utilities Compliance Investigator in Boise on the State of Idaho Chinden Campus, located at 11331 W. Chinden Blvd, Building 8.

The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit as well as overseeing the safe operation of intrastate pipelines and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail.

Summary:

This position will act as an intermediary between utility customers and utilities, investigate and resolve customer disputes; develop and advocate customer service policies and procedures in formal cases before the Public Utilities Commission (PUC); provide information and technical assistance to customers, commissioners, staff and utilities; and perform related work. This position may be occasionally required to travel.

Example of Duties:

• Interviews customers to determine and discuss basis of their disputes with utilities.
• Advises customers and utilities on various processes and rules of the PUC.
• Determines scope of investigation.
• Evaluates information obtained from utilities and customers.
• Researches laws, orders, tariffs, and rules to determine appropriateness of utility actions.
• Determines agency jurisdiction in utilities investigations.
• Suggests equitable solutions and mediates disputes between customers and utilities or negotiates with utility on behalf of the customer.
• Reviews formal applications, testimony, and related documents and determines data needs.
• Researches complaint files to determine problem areas.
• Confers with other regulatory or industry authorities to verify information.
• Prepares written interrogatories to gather information.
• Compiles statistics for complaints and/or inquiries for reports, comments, testimony, decision memos, and related concerns.
• Prepares written comments, testimony, and defends it under cross-examination.

Minimum Qualifications:

Some knowledge of:

• Investigative and research methods and documentation procedures;
• Dispute resolution including negotiation, mediation, and arbitration; utility company operational characteristics and services;
• Interviewing methods

Experience:

• Interpreting and reviewing information for compliance with laws and regulations;
• Collecting, analyzing, and interpreting numerical data

Desirable Qualification:

• Experience in Customer Service
• Experience writing technical documents
