The City of Oxnard's Public Works Department is seeking a Utilities Construction Project Manager or a Utilities Construction Project Manager Senior with strong analytical and project management skills to be part of the team. This individual must have a positive and energetic leadership style and a willingness to take a "hands-on" approach, as well as the ability to collaborate, develop, and recommend comprehensive solutions as required. The ideal candidate will have a background in public sector capital projects specific to the potable water, recycled water, and wastewater fields and be familiar with project management best practices.

WHAT YOU’LL DO:
  • Provides coordination and oversight of project design, construction, and budget; monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations and standards; makes decisions about project engineering and budgets.
  • Coordinate project activities with both internal City staff, and external agencies and/or interests.
  • Gathers field information/data as it applies to assigned project management.
  • Provides project management (both internal and contracted projects) and coordination of stakeholders and resources, which may include consultant selection process, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration, and project close-out.
  • Oversees and administers projects including bid and contract administration, oversight, coordination of permitting, document reviews, and facilitation of progress meetings. 
  • Construction administration duties also include providing guidance to inspection staff and being available to them for questions arising from the construction project, coordination and oversight of consultants, reviewing and approving shop drawings, review and approve pay requests, responding to requests for information from contractors, reviewing and approving change orders, periodic construction site visits, conduct construction progress meetings, making decisions that pertain to the project.
  • Attends, conducts and delivers presentations at various meetings; performs public outreach; prepares agendas, reports, cost estimates, computations, specifications, schedules, engineering drawings and other related documentation and communications materials.

Utilities Construction Project Manager or Utilities Construction Project Manager Senior

DISTINGUISHING CHARACTERISTICS: 
This classification is distinguished from the Construction Project Manager in that is responsible for the substantial administration of assigned Capital Improvement Projects, specific, but not limited to, potable water, recycled water, and wastewater fields.

SUPERVISION RECEIVED/SUPERVISION EXERCISED: 
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

WORK SCHEDULE: 
The normal work week is Monday through Thursday, 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the work assignment and project status, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs as well as public meetings. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. 

NOTE: The salary range listed is for the Utilities Construction Project Manager. The salary range for the Utilities Construction Project Manager, Senior is $101,232.84 to $176,991.50 annually.
