Pay Schedule I, Grade 29, Regular Schedule: 40 hours per week

A vacancy exists in the Department of Public Works and Transportation, Bureau of Utilities.

Examples of Duties

Under general supervision, plans, coordinates, supervises, and participates in the maintenance, construction, inspection, cleaning, and repair of water and wastewater lines, related water and sewer system components, and other bureau facilities or supervises the Public Works Communication Center.

  • Plans, coordinates, supervises, and participates in a crew or crews engaged in the installation, repair and maintenance of water and sewer lines, house connections, and manholes. Plans and lays out line excavations. Supervises the repair and repaving of affected roadways and the repair and construction of sidewalks, curbs, and gutters.
  • Plans, coordinates, and supervises the routine maintenance and cleaning of lines. Supervises and participates in the operation of truck mounted roto rooter equipment, Jet-Vacs, and line inspection units. Fields and responds to complaints from the public regarding utilities operations.
  • Performs estimates of time and materials required for jobs. Orders and plans for the delivery of materials. Keeps records of crew activities. Prepares routine reports.
  • Supervises the Public Works Communication Center providing emergency and non-emergency assistance for all Department functions.
  • Assesses public works situations and supervises the dispatch of appropriate equipment and personnel. Maintains liaison with public safety personnel, utility companies, and other County agencies.
  • Participates in and conducts safety related and other training exercises. Ensures crews follow established safety procedures

Qualifications

Required Qualifications

Four years experience in water and/or sewer maintenance, construction, or dispatch work.

Licenses and Certificates

Some positions may require possession of a valid drivers license equivalent to a commercial, class B or class A Maryland drivers license and a current Medical Examiners Certificate in accordance with Federal Motor Carrier Safety Regulations. (License may require endorsements and/or the absence of certain restrictions.)

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees in this classification may be assigned to a work shift which includes nights, evenings, weekends, and/or holidays. Employees in this classification are subject to call to duty in emergencies, and may be required to work overtime as needed.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, and carrying objects, and the operation of vehicles, tools, and equipment.

Duties also entail frequent travel between work sites, exposure to adverse conditions which include but are not limited to weather, pests and wooded areas.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
