    Kitsap County is seeking a skilled and motivated Utilities Maintenance Worker, Technician, or Specialist to join our Sewer Collections team. This position may be filled at any level, depending on the successful candidate's qualifications, experience, certifications, and demonstrated competencies. You will help maintain the critical infrastructure that protects public health, preserves the environment, and supports thriving communities.     As a member of the Sewer Utility and Stormwater Programs, you'll work on a diverse range of maintenance, construction, and rehabilitation projects that directly improve Kitsap County's wastewater and stormwater systems. From operating specialized equipment and performing underground utility repairs to leading field crews and responding during emergency events, this role offers variety, responsibility, and meaningful opportunities to expand your technical expertise while making a lasting impact on the community.

    Automatic Progression Requirements
    Employees hired at the Utility Maintenance Worker or Technician level are eligible for automatic progression to the next level in the series upon successful completion of all required training, time-in-position, and certifications as outlined in the Utility Maintenance Training Workbook.

    What you will do:

    • Maintain and repair sanitary sewer and stormwater collection systems, including gravity and pressure piping, manholes, catch basins, vaults, detention and retention facilities, water quality structures, Green Stormwater Infrastructure (GSI), and Low Impact Development (LID) systems.
    • Operate and maintain a wide variety of heavy equipment and commercial vehicles, including excavators, backhoes, loaders, bulldozers, CDL trucks, tanker trucks, eductor trucks, CCTV inspection vehicles, trailers, and other specialized public works equipment.
    • Lead field crews by coordinating daily work activities, directing maintenance operations, ensuring safe work practices, and overseeing traffic control measures including signage, barricades, cones, and flagging operations.
    • Perform infrastructure inspections using closed-circuit television (CCTV) equipment, document system conditions, and provide accurate assessment data to support maintenance planning and capital improvement decisions.
    • Construct and rehabilitate sewer and stormwater infrastructure by reading engineered plans, calculating grades, flow rates, and elevations, locating underground utilities, restoring asphalt surfaces, and completing complex repair projects.
    • Utilize specialized construction and maintenance tools including welders, pumps, saws, compactors, air compressors, HDPE welding equipment, and a variety of powered and manual tools to complete assigned work safely and efficiently.
    • Support emergency response operations by participating in 24-hour on-call rotations, responding to after-hours utility emergencies, assisting during severe weather events, and supporting County road maintenance and paving operations as needed.
    • Promote operational excellence by ensuring work complies with safety regulations, environmental standards, and established maintenance practices while contributing to the long-term reliability of County utility infrastructure.

    Utility Maintenance Workers and Technicians perform foundational maintenance, construction, and inspection activities while developing the knowledge, skills, and certifications required for advancement. As employees progress through the series, they are assigned increasingly complex technical work, operate specialized equipment, and may assume responsibility for leading field crews.

    What you bring:
    • Professional Experience. Experience should demonstrate the ability to safely perform physical labor, use hand and power tools, follow established procedures, and support infrastructure maintenance activities, with progressively responsible experience involving equipment operation, troubleshooting, infrastructure assessment, and completion of increasingly complex maintenance activities. 
      • Worker / Technician: Six (6) months of experience performing maintenance, construction, mechanical, utility, landscaping, grounds maintenance, environmental services, warehousing, manufacturing, or other outdoor or labor-intensive work for the Worker level, or one (1) year of such experience for the Technician level. Experience should demonstrate the ability to safely perform physical labor, use tools and equipment, follow procedures, perform routine maintenance and repairs, and support field operations with increasing independence.
      • Specialist: Three (3) years of specialized experience performing maintenance, repair, construction, inspection, or rehabilitation work involving wastewater collection systems, stormwater infrastructure, underground utilities, pipelines, public works infrastructure, or a closely related field. Experience should demonstrate advanced knowledge and independent proficiency in operating specialized equipment, troubleshooting complex infrastructure issues, conducting inspections, interpreting plans, and performing complex construction and rehabilitation work safely and effectively.
    • Credentials/Licensing 
      • Must have a current Washington Class A CDL with an N or X endorsement and no air-brake restriction, or obtain one within 12 months of employment.
    • Communication/Interpersonal Skills
      • Strong communication and teamwork skills with the ability to coordinate effectively with crew members, supervisors, contractors, and the public. Must be able to accurately document work activities, communicate field conditions, support emergency response efforts, and contribute to a safety-focused work environment.
    • Additional Preferred Qualifications
      • Experience working in municipal utilities, wastewater collection systems, stormwater management programs, or public works operations
      • Familiarity with Green Stormwater Infrastructure (GSI), Low Impact Development (LID) systems, CCTV inspection technology, or utility asset management practices
      • Demonstrated commitment to ongoing training and advancement within a skilled trades environment.
