The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

MAJOR FUNCTION

The Operations Project Coordinator assists in planning, coordinating, and executing special projects related to water and wastewater system operations. This role supports the Operations Engineering and Business Operations Departments in safety initiatives, assists with training efforts, and collaborates with the Utilities Analysts (Operations) on finance-related tasks. The ideal candidate is highly organized, detail-oriented, and experienced in project coordination within a utility or public works setting. This position reports directly to the Operations Engineering Department Manager.

ILLUSTRATIVE DUTIES

Project Coordination & Implementation:

  • Assist in planning, developing, and executing special projects related to water and wastewater infrastructure, regulatory compliance, and operational improvements.
  • Coordinate with internal departments, contractors, and external stakeholders to ensure project timelines and objectives are met.
  • Track project progress, manage schedules, and update stakeholders on key milestones.
  • Maintain project documentation, including schedules, reports, and compliance records, in support of the Operations Engineering Department Manager or the Business Operations Administrator.

Operational & Maintenance Support:

  • Support coordination of maintenance and operational initiatives tied to special projects, such as facility upgrades and system improvements.
  • Assist in scheduling and dispatching work crews for project-related tasks.
  • Monitor and input project-related data into the Computerized Maintenance Management System (CMMS).
  • Ensure preventative maintenance schedules align with project objectives.

Safety & Training Assistance:

  • Assist the Utilities Safety & Emergency Response Manager in implementing safety protocols, inspections, and compliance initiatives.
  • Help organize safety meetings, training sessions, and workshops for utility staff.
  • Assists in maintaining safety records, training logs, and compliance documentation.
  • Support the development of safety training materials and ensure employees have access to up-to-date safety resources.

Regulatory & Compliance Assistance:

  • Collaborate with Environmental Affairs to facilitate project approvals and ensure compliance with environmental and safety standards.
  • Prepare reports and documentation required for permits, funding applications, and regulatory compliance.
  • Assist in procuring project-related materials and services.

Stakeholder Communication:

  • Serve as a liaison between Operations staff, contractors, and external stakeholders for special projects.
  • Notify internal stakeholders of Operations project-related activities, potential service interruptions, and schedule changes.
  • Respond to inquiries related to ongoing projects and provide information to contractors and internal stakeholders as directed.

Finance & Administrative Support:

  • Assist the Utilities Analysts (Operations) with budget preparation, cost estimates, and financial tracking for special projects.
  • Process invoices, purchase orders, and financial transactions related to projects and other activities.
  • Prepare financial reports, billing records, and work order billings for project-related expenditures.
  • Support grant applications and funding requests by compiling required documentation.
  • Assist in reviewing board agenda items, bid specifications, and contract documents.

KNOWLEDGE, ABILITIES AND SKILLS

Project & Operations Knowledge:

  • Understanding of project management principles, scheduling techniques, and safety regulations.
  • Familiarity with water distribution and wastewater collection systems.

Technical & Software Skills:

  • Strong proficiency in Microsoft Office, project management software, CMMS, and financial tracking tools.

Communication & Organizational Abilities:

  • Excellent organizational, communication, and problem-solving skills.
  • Ability to interpret and apply regulatory requirements, financial data, and safety policies.

Physical Requirements & Work Environment:

  • Primarily office-based with occasional field visits to project sites.
  • Requires sitting, standing, walking, and occasional lifting (up to 20 lbs.).
  • May interact with the public, contractors, and government agencies.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited four-year college or university in a field that includes coursework in business administration, project management, finance, or public administration preferred.
  • Experience in water and wastewater system operations, safety compliance, or finance-related tasks preferred.
  • Minimum of five (5) years of experience in administrative support, project coordination, utility operations, or safety management.
  • Valid Driver's license required; must obtain a Florida license within 30 days of employment. Must maintain a clean driving record to operate an assigned county vehicle.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.

SPECIAL REQUIREMENTS

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
