The Development Review section of the Utilities Department is currently seeking a Utilities Review Professional to join our team. You will review residential and commercial projects for the applicable water, sewer, and storm drainage construction codes while providing exceptional customer service to building owners, occupants, contractors, and the general public. You'll be a part of a multi-department line of business that offers one-stop shopping for general information and the permits needed for development activity in Bellevue and the surrounding service areas.

Essential Duties and Responsibilities

  • Manage Utility Extension projects. Complex engineering review and design alternatives are provided to the developer.
  • Serve as utility project manager for reviewing engineering, land use, and development applications; manages a multi-project workload to ensure timely and effective project review; acts as the liaison between developers, their design team, other Utility divisions and other City departments.
  • Analyze technical requirements and legal documentation for development proposals regarding water, sewer, and storm drainage system designs.
  • Interpret complex engineering design documents and computer analyses for reviews of water, sewer, and storm drainage infrastructure to ensure compliance with applicable City Codes and Standards, and State and Federal requirements.
  • Responsible for calculation and collection of appropriate utility system connection charges (Latecomer Agreements, Direct Facilities Charges, Utility Permit fees and contracts) as an additional funding source for the Department.
  • Coordinate Utilities Department requirements with other City and State Departments, agencies, and adjacent jurisdictions to identify project deficiencies and participate in intricate issue resolution.
  • Represent the Utilities Department in public hearings, pre-project meetings, and other public forums.
  • Responds to public inquiries concerning utility issues, engineering design layouts, and addresses potential costs and process requirements.

Qualifications

Knowledge, Skills, and Abilities

  • Knowledge of civil engineering principles, practices, and techniques in a municipal setting; and applicable Federal, State and local laws, regulations, policies, and procedures.
  • Considerable knowledge of City development process, land use, engineering standards, and building regulations.
  • Ability to perform routine work completely, accurately, and consistently; ability to accurately record data and develop simple reports; ability to research policies and procedures and to respond to inquiries for information; ability to interpret guidelines.
  • Ability to express ideas clearly and concisely, both orally and in writing; operate a motor vehicle to personally view key land areas applicable to assigned projects and/or that are subject to development proposals and ability to maintain effective working relationships with other employees, departments and customers.
  • Knowledge of maintenance of software programs and databases used by the City and the Department for tracking and recording permit and development plan information.
  • Knowledge in storm drainage design, low impact development (LID) techniques and principles, and best management practices (BMP's).
  • Proficient in stormwater hydraulic modeling (Western Washington Hydrology Model - WWHM or MGS Flood).
  • Thorough knowledge of established water, sewer, and drainage utility engineering principles, methods, and techniques related to professional disciplines; Knowledge of modern, fundamental scientific and civil engineering concepts, materials and techniques.
  • Excellent written, verbal and interpersonal communication skills including public speaking ability, Ability to communicate technical information in a non-technical manner.
  • Ability to independently plan, schedule, organize and complete multiple projects within established deadlines and budgets.

Education, Experience, and Other Requirements

  • Graduation from an accredited four-year college with a degree in urban planning, architecture, civil engineering or related field.
  • Four or more years of professional related experience in engineering or plan review, land use policy and development process.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Supplemental Information

FLEXIBLE/HYBRID WORKING:

A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the departments operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
