The City is committed to delivering exceptional public service while maintaining fiscal responsibility, operational efficiency, and responsive customer service for residents.Job SummaryThe Utility Billing Clerk performs a variety of administrative and customer service duties supporting the accurate processing of utility transactions and financial operations. This position assists with utility billing, payment processing, account maintenance, customer service, receptionist duties, and general administrative support for City operations.Working under the supervision of the Finance Director, this role serves as a critical point of contact for residents while helping maintain the integrity and efficiency of the City's utility billing systems.Key ResponsibilitiesUtility Billing & Account ManagementProcess utility applications, payments, and account changesPrepare and issue utility bills by gathering and verifying billing dataReceive and process payments for utility bills, business licenses, permits, fines, fees, and miscellaneous City accountsMaintain accurate customer account records and update billing informationEnter new utility accounts, service terminations, temporary disconnects, and meter changes into the systemEnsure accuracy of billing records and customer account dataMeter Reading & Utility MonitoringComplete monthly meter reads and enter meter reading data into billing systemsReview account usage and identify potential leaks, meter irregularities, or billing discrepanciesPrepare and provide reports to Public Works staff identifying potential issuesResearch and process billing adjustments related to incorrect billing, meter changes, or customer appealsCollections & ReceivablesMonitor delinquent accounts and communicate pending actions to customersDevelop payment plans and adjust accounts according to approved agreementsIssue late notices, shut-off notices, and coordinate service changes with Public Works staffAssist with collections activity, including small claims actions when necessaryAccounts Payable & Financial SupportAssist with accounts payable duties including coding expenses and invoice entryPerform daily reconciliation of receipts and depositsPrepare daily bank deposits and maintain accurate financial recordsSupport accounting processes and maintain compliance with internal controlsCustomer Service & Administrative SupportServe as front office support by answering phones and assisting walk-in customersRespond to inquiries regarding utility services, billing, City operations, and programsProcess ACH payments and phone paymentsCompose correspondence, maintain records, scan documents, file records, and support office operationsAssist with business license processing, renewals, and records managementSupport library operations and general receptionist responsibilities as neededRequired QualificationsEducation & ExperienceHigh school diploma or equivalentAdditional coursework in bookkeeping, accounting, or a related field preferredTwo (2) years of progressively responsible experience in billing, collections, bookkeeping, or customer account managementOR an equivalent combination of education and experienceKnowledge, Skills & AbilitiesKnowledge of:Basic bookkeeping and accounting principlesUtility billing and collection processesCustomer service best practicesGeneral office procedures and records managementComputer accounting applications, spreadsheets, and billing systemsBasic mathematics and financial transaction processingSkills in:Computer operation and data entry accuracyOrganization and time managementCustomer communication and problem resolutionMaintaining confidentiality with sensitive financial informationAbility to:Implement utility rate changes and verify billing accuracyAnalyze problems and develop practical solutionsPerform basic mathematical calculations accuratelyCommunicate effectively with customers and coworkersOperate office equipment and adapt to new software systemsBuild positive working relationships with staff and the publicPreferred QualificationsKeyboarding and 10-key proficiencyBilingual in English and Spanish (preferred)Work EnvironmentThis position operates primarily in a professional office setting with standard climate controls.
