The Opportunity

WSDOT is seeking a skilled Transportation Engineer 4 to join our SR 520 Corridor Design-Build Office as the Utilities Construction Supervisor in Seattle, WA! In this key leadership role, you will play a vital part in delivering one of Washingtons most complex and high-profile transportation infrastructure projects. As a member of the Design-Build Project Team, you will lead utility construction coordination, inspection, and quality verification efforts, ensuring utility work is completed safely, efficiently, and in full compliance with contract requirements, project schedules, and engineering standards. Your expertise will help keep critical utility relocations on track while supporting the successful delivery of transportation improvements that enhance safety, mobility, and reliability for the traveling public.

What to Expect

Among the varied range of responsibilities held within this role, the Utilities Construction Supervisor will:

  • Provide senior-level coordination and resolution of utility-related construction issues associated with SR 520 and related transportation projects.
  • Coordinate with utility owners, contractors, local agencies, consultants, WSDOT specialty groups, project leadership, and the Utility Lead Inspector
  • Review utility construction plans, work plans, permits, utility owner requirements, schedules, status reports, and issue documentation elevated by the Utility Lead Inspector to determine impacts to safety, operations, schedule, contract compliance, or project delivery.
  • Evaluate escalated utility construction issues by reviewing available documentation, consulting with assigned staff or technical specialists, determining next steps, and resolving issues within delegated authority.
  • Elevate utility-related issues to the Construction Project Engineer when they require project level direction, contract action, cost or schedule decision, design clarification, or management approval.
  • Support response to significant utility conflicts, outages, service disruptions, and third-party damages by coordinating notifications, tracking response actions, and communicating status to project leadership and affected utility owners.
  • Participate in utility coordination, construction, safety, and project status meetings to provide expertise on utility-related risks, decisions, unresolved issues, and required management actions.
  • Oversee the utility construction quality verification program performed by the Utility Lead Inspector and assigned quality verification inspectors.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • Construction Engineering & Utility Coordination: Demonstrated advanced knowledge of transportation construction engineering principles, utility coordination, construction inspection, and quality verification practices. Ability to ensure construction activities comply with engineering standards, contract requirements, project specifications, and applicable regulations.
  • Utility Systems Expertise: Demonstrated knowledge of utility construction systems and infrastructure, including water distribution, electrical, electronic, Intelligent Transportation Systems (ITS), mechanical, heating, ventilation and air conditioning (HVAC), and fire and life safety systems. Ability to apply this knowledge to support utility coordination, construction oversight, and project delivery.
  • Technical Plan Review & Contract Interpretation: Demonstrated ability to read, interpret, and apply engineering plans, specifications, contract documents, shop drawings, electrical schematics, wiring diagrams, blueprints, technical manuals, and related construction documentation to ensure accurate implementation and compliance with project requirements.
  • Construction Leadership & Project Coordination: Demonstrated ability to plan, coordinate, oversee, and supervise complex utility, roadway, or transportation construction activities involving multidisciplinary teams, contractors, utility owners, consultants, local agencies, and other project stakeholders while supporting project schedules, safety, and quality objectives.
  • Construction Problem Solving & Decision Making: Demonstrated ability to evaluate construction issues, identify risks, and develop practical, timely solutions related to schedule, safety, quality, utility conflicts, contract compliance, and project delivery while exercising sound engineering judgment.
  • Leadership & Communication: Demonstrated ability to lead and develop teams while fostering collaboration, accountability, and effective working relationships. Skilled in communicating technical information clearly and professionally, organizing competing priorities, making informed decisions, and resolving complex issues with diverse stakeholders.

It is preferred that qualified candidates also demonstrate:

  • Construction Administration: Demonstrated knowledge of transportation construction administration principles, documentation practices, and contract administration processes. Ability to apply established procedures, standards, and documentation requirements to support compliant and efficient project delivery.
  • Design-Build & Alternative Project Delivery: Demonstrated knowledge of Design-Build or other alternative project delivery methods and the ability to work effectively within complex, multidisciplinary construction environments involving multiple stakeholders and overlapping project activities.
  • Quality Verification & Construction Systems: Demonstrated knowledge of construction quality verification processes and contract administration practices, including experience using project management systems to support submittals, Requests for Information (RFIs), change management, project records, or other construction documentation and tracking functions.
  • Utility Coordination & Stakeholder Collaboration: Demonstrated knowledge of utility owner agreements, third-party coordination requirements, and collaborative construction practices. Ability to effectively coordinate with utility owners, consultants, contractors, local agencies, and other stakeholders to support project delivery while maintaining compliance with project requirements, schedules, and agreements.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
