JOB SUMMARY: Graham & Associates Inc. is currently seeking a highly motivated self-starter to join the team as a Utility Operations Coordinator. The ideal candidate will have a background as a Utility Coordinator for DOT Highway projects. A broad base of skills, capability, and experience is desired in utility and roadway construction for the installation or relocation of utilities. ESSENTIAL DUTIES/RESPONSIBILITIES: Provides support to the Client's staff on numerous types of design/construction projects related primarily to capacity improvement projects, and express lanes. Collaborates with Client Management in Production, Construction, Maintenance, and Operations and major program/project stakeholders. Serves as an extension of Client staff, working daily with the agency's offices. Supports concept development, concept of operations, planning, estimates, design, production, operations, and implementation for infrastructure projects. Oversee and provide guidance to utility coordinators and design consultants for utility and railroad coordination efforts. Coordinate with GDOT roadway design, right-of-way, survey, construction, and maintenance departments. Review GDOT utility permit applications and plans. Review Utility Agency/Owner (UAO) cost estimates. Coordinate with engineers, contractors, governmental agencies, UAOs, and the public to resolve utility conflicts. Execute utility agreements and utility work schedules. Encumber funds for utility and railroad agreements through GDOT's Finance Office. Negotiate design consultant scope and staff hours. Review UAO and Railroad invoices. KNOWLEDGE/SKILLS & QUALIFICATIONS: EDUCATION: Relevant Bachelor's degree required. Work experience may substitute for preferred education based on specific job requirements. EXPERIENCE: Bachelor's degree required. Requires a minimum of six (6) years of experience performing utility coordination in accordance with GDOT, ATLDOT, and AASHTO standards, policies, and procedures. Knowledge of utility and roadway construction for the installation or relocation of underground and overhead utilities. Knowledge and experience reviewing and understanding Utility Agency/Owner (UAO) design documents, utility specifications, and utility work schedules. Must be proficient in reading GDOT Roadway Plans, GDOT Utility Adjustment Plans, and UAO Construction Plans for water, sewer, gas, communications, and power. Knowledge of railroad requirements for the construction of roadway improvements within railroad right-of-way. Knowledge of GDOT right-of-way and easement requirements related to railroads and utilities. Must have thorough knowledge and experience completing GDOT utility and railroad agreements, change orders, and forms. Thorough experience reviewing GDOT roadway plans, utility adjustment plans, right-of-way maps, and reports. Must have a thorough knowledge of the GDOT plans production process and utility coordination process. Familiarity with GDOT Permitting. Proven collaborative leadership with effective interpersonal and partnering skills. Thorough experience with Microsoft Office programs. Ability to plan, organize and conduct meetings. Ability to clearly and effectively communicate both verbally and in writing.
