Purpose of Classification
The purpose of this classification is to perform professional engineering and administrative work on a variety of engineering projects. Demonstrates independent professional judgment and decision making of considerable difficulty. Receives assignments in the form of broad instructions or general program objectives.
Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Works independently, exercises professional judgment, and makes engineering decisions on projects and assignments.
Responsible for planning, coordinating and approving the work of professional and technical staff, depending on area of assignment, preparing reports and presentations, preparation and implementation of designs and/or project specifications; reviewing plans, permits and zoning petitions; development review with consultant engineers; preparing various technical plans; review, comment upon and coordinate with consultants in the areas of: roadways and road improvements; traffic control devices including signs, signals and roadway features; raw water, potable water, sanitary sewer, wastewater force mains, reclaimed water mains, and stormwater pipelines and infrastructure; water supply and water treatment; wastewater lift stations and stormwater pump stations; electrical and control systems; City facility and building construction; private land subdivisions; and/or other development projects.
Performs complex work with considerable contact with Division Managers, City Engineer, Department Directors, and other professionals as well as the general public, consultants, contractors, regulatory agencies, other organizations, and the general public. Communicates effectively verbally and in writing.
Demonstrates in-depth knowledge of City's Code of Ordinances, construction standards, and engineering principles.
Prepares grant applications and works closely with Division Managers, City Engineer, and Grants Manager to administer grants, complete reports, and remain in compliance with all grant requirements.
Conducts and coordinates special engineering studies and projects as assigned.
Assists Division Managers, City Engineer, and/or Department Directors in planning and administration of the departmental activities and workflow, review activities, provide recommendations, resolve problems, and receive advice/direction.
Consults with staff to review work requirements, status of work, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.
Coordinates work activities with those of other departments, contractors, consultants, outside agencies, or others as needed.
Directs the review, permitting, and inspection of new construction; leads the review of plans for utility and public works improvement projects; manages construction projects; and prepares project construction schedules.
Coordinates procurement of equipment and contracted services; research new products, systems, and materials; obtains pricing from contractors and suppliers; prepares specifications for materials, equipment, and services; writes, prepares, and reviews bid documents/specifications; recommends award of contracts; ensures contract compliance for all contracts and specifications.
Compiles or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records.
Prepares or completes various forms, reports, correspondence, plant operational reports, regulatory reports, change orders, specifications, permit applications, budget documents, performance appraisals, agenda items, or other documents.
Receives various forms, reports, correspondence, requisitions, purchase orders, invoices, budget reports, equipment submittals, payroll sheets, vehicle maintenance requests, accident reports, operations reports, regulatory reports, production reports, quality analysis reports, engineering reports, contract documents, construction documents, engineering plans, electrical drawings, blueprints, specifications, master plans, comprehensive plans, union agreements, codes, regulations, standards, manuals, maps, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Responds to complaints and questions related to department operations; provides information, research problems, and initiates problem resolution.
Attends City commission meetings or other meetings; serves on committees as needed; presents information and presentations to community and other outside customer groups.
Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Utilizes engineering software programs for planning and design purposes.
Signs and seals documents, such as plans and specifications, as required.
Performs other related duties as required.
Civil and Environmental Engineers perform the following functions:
Directs the design, permitting and construction of water, wastewater, reuse and stormwater facilities and infrastructure. Utilizes hydraulic and hydrology computer models to develop simulations and scenarios for operational optimization and project design. Works with management staff and the regulatory agencies to develop and obtain required permits.
Electrical and Control Systems Engineers perform the following functions:
Leads the selection of control hardware and software to ensure adherence to the City's overall asset management strategy.
Directs the installation of control equipment either as part of a major project or as manager of a control project. Develops and maintains control system standards such as Tag Naming, HMI Screen definition, Alarming, and the collection of online measurement data in a central Historian.
Oversees the programming of PLCs and SCADA systems within the Water Treatment Plants and at all remote pumping, storage or other utility systems; and maintains up to date copies and/or records of all control algorithms and programs.
Works collaboratively with Utilities and ITS staff, consultants, and contractors to complete tasks and projects. Trains both the electrical and instrument & control maintenance staff in the installation, calibration and planned maintenance of all online control equipment.
Ensures that all control systems are providing and/or receiving all appropriate information from other elements of the asset management system, in particular the computerized maintenance management system (CMMS) and the laboratory information management system (LIMS).
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.

CAREER PATH TRANSITION OPTION
Employees may request a one-time transition to the Project Management career path upon obtaining the Project Management Professional (PMP) certification for review by the Department Director, Director of Human Resources, and the City Manager. This will be a permanent move, and the employee will remain in the Project Management career path thereafter.
