PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform administrative and supervisory work directing and overseeing field operations associated with reuse pump station maintenance reuse distribution system maintenance reuse outage notifications potable service demolition new service connections cross-connection control programs and the location of potable and reuse water distribution systems as well as sanitary and stormwater collection systems.
This position provides leadership planning and operational oversight to ensure the efficient and effective delivery of services.
Responsibilities include coordinating personnel materials equipment and resources to meet operational goals and project timelines while ensuring full compliance with applicable regulatory requirements policies and City of Daytona Beach standards.
Performs related duties as required.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Coordinates and oversees the field activities essential to the operation locate services construction maintenance and general repair of the Citys Potable and Reclaimed Water infrastructure
Oversees the proper use maintenance and calibration of line locating equipment to ensure accurate marking of underground utilities
Coordinates and oversees the operation and maintenance of reuse pump stations and the overall reuse distribution system
Manages reuse system repairs and ensures proper outage notifications are completed to customers.
Administers and supports the cross-connection control and backflow prevention testing program.
Coordinates schedules and directs the timely completion of demolition service requests and new service connections projects by managing personnel materials supplies and equipment
Coordinates long-term planning and objectives and assists in budget preparation working in concert with the Field Operations Manager.
Plans and prepares work schedules and assignments for the team.
Inspects work in progress modifies or adjusts work methods crew sizes and related factors to ensure projects are completed in accordance with sound engineering and construction principles.
Supervises schedules assigns trains and evaluates the performance of crew personnel under charge.
Requisitions supplies materials andor equipment as needed.
Maintains and files a variety of records and reports i.e. overtime reports equipment inventory budget expenditures requisitions accident reports and personnel performance.
Develops and implements work safety and related in-service training programs.
Ensures adherence to established safety standards procedures for crews under charge.
Drives to and from work sites for monitoring and inspection purposes.
Responds to complaints and emergencies.
MARGINAL FUNCTIONS
Operates city vehicles telephone and computer.
Assists with special projects and hurricane preparedness. Assists with other departments in special events.
Performs related duties as required.
MINIMUM QUALIFICATIONS Education Training and Experience
High school diploma or GED required. Supplemented by minimum of five 5 years of experience within utility field operation related maintenance and repairs including the use of utility locating equipment in the construction and maintenance of potable and reuse water distribution systems as well as stormwater and sanitary collection systems.
A minimum of three 3 years of supervisory experience is required or an equivalent combination of education training and experience that provides the necessary knowledge skills and abilities. Must possess a valid State of Florida drivers license. Required to obtain a Florida Department of Environmental Protection FDEP Water Distribution Level III certification as well as a Backflow Testing and Repair certification within one 1 year of employment.
