NATURE OF WORK

The City of Sunrise Utilities Department maintains a 24/7 operation. This is advanced skilled electronic/electrical work in the installation, repair and maintenance of electrical and instrumentation equipment throughout the entire utility system and within the water, wastewater and reuse service area.

An employee in this class is responsible for the installation, maintenance and repair of electrical high and low voltage equipment found in water, wastewater, and reuse facilities. Electronic pneumatic, mechanical and electrical types of metering, control and recording equipment used in all of the treatment plants. Work is performed in accordance with standard practices of the electrical and electronic trades and requires knowledge of the mechanical and operational aspects of equipment monitored through instrumentation. Incumbents must use special electrical tools such as voltmeters, ammeters and oscilloscopes. Assignments are made either orally, through written work orders, or through a CMMS and may be accompanied by diagrams, sketches, or engineering plans. Supervision and guidance may be exercised over subordinate skilled and/or unskilled employees. Technical supervision is received from a superior who assists with unusual or difficult problems and evaluates work for satisfactory functioning or treatment plant instruments and or electrical equipment.

Examples of Duties

ESSENTIAL JOB FUNCTIONS

  • Installs, alters, repairs, and maintains special metering, control and recording instrumentation equipment utilized in treatment plant processes, water pumping stations and distribution systems, and sewer lift stations.
  • Inspects and diagnoses technical instrument problems; locates and adjusts defects in instruments.
  • Inspects, repairs, and troubleshoots electrical systems.
  • Inspects, replaces, and troubleshoots PCM, VFDs, soft starts, and other plant process control equipment and telemetry.
  • Uses special electric and electronic tools and equipment such as voltmeters, ammeters, insulation testing meters, industrial analyzers and oscilloscopes.
  • Maintains records of time and materials used in installing and repairing instrumentation and maintains repair history of metering, control and recording equipment.
  • Requisitions supplies and materials necessary for instrument repair.
  • Installs, alters, repairs and maintains both high and low voltage motors, fixed and portable generators, switchgear, motor controllers, transformers, wiring systems, electronic components and other related equipment.
  • Calibrates, repairs, or replaces transducers in lift station and plant environments.
  • Removes, troubleshoots, repairs, and replaces motors and pump throughout the utility system.
  • Draws diagrams and schematics of installations performed.
  • Troubleshoots lighting systems.
  • Participates in after-hour on-call rotations.
  • Contributes during emergencies that extend beyond regular shifts.
  • Uses computer or computerized equipment.
  • Performs related work as required.

Requirements

EDUCATION

  • Graduation from an accredited high school or possession of GED equivalency diploma
  • Completion of an apprenticeship program as an electrician and attainment of journeyman rank.

EXPERIENCE AND TRAINING

  • Considerable progressively responsible experience in the electrical trade.

  • Experience in water or wastewater treatment plant facility preferred.

NECESSARY SPECIAL QUALIFICATIONS

  • Must possess a valid driver's license with an acceptable driving record.
  • Must obtain a valid Florida driver's license prior to hire.
  • License required: Florida or Broward County Journeyman Electrical license or a Master Electrical license or equivalent.
  • Certifications preferred: Bucket Truck Certification; and Forklift Certification.

PHYSICAL REQUIREMENTS

Work Environment:

  • Work is performed primarily in a plant environment. Tasks are regularly performed with varied amounts of exposure to adverse environmental conditions indoors and outdoors.
  • Noise, heat, cold and rain may be encountered during the course of repairs to equipment and infrastructure located throughout the utility system.

Physical:

  • Physical effort in light to moderate work, which may involve lifting, carrying, pushing and/or pulling objects and materials up to fifty (50) pounds. Prolonged sitting and or standing will be required.
  • Ability and agility to move in and around switchgear and other electrical equipment and components without endangering self or others.
  • Ability to climb over or crawl under equipment such as field piping, plant process piping and other systems throughout the utility.
  • Ability to climb ladders.

Sensory:

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

KNOWLEDGE, SKILLS AND ABILITIES

  • Considerable knowledge of the standard practices, methods, tools, and materials of the electrical and electronic trades.
  • Considerable knowledge of special methods, techniques and tools used in the repair, maintenance and installation of water, sewer, and reuse treatment plant instrumentation.
  • Considerable knowledge of the mechanical and electrical equipment used in large water and sewer treatment plants and related facilities.
  • Knowledge of the occupational hazards and safety precautions within an industrial work environment.
  • Ability to locate and diagnose defective water, sewer, and reuse plant instrumentation.
  • Ability to work from diagrams and blueprints and to understand and effectively carry out instructions.
  • Ability to use precision test equipment to properly calibrate, repair, maintain and install water, sewer, and reuse plant instrumentation and process control equipment.
  • Skill in the care and use of standard and specialized electrical tools and precision test equipment.
  • Ability to estimate jobs by providing complete material, equipment, and labor written information necessary to complete assigned tasks.
  • Knowledge of the NEC, Florida Administrative Codes, and regulations that govern electronics and electrical systems.

BENEFITS PACKAGE SUMMARY

GENERAL EMPLOYEE

City-Paid Medical Benefits:

  • Group Health Insurance: The City pays for 100% of the cost for single coverage for full-time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.
  • Life Insurance: $30,000
  • Accidental Death & Dismemberment (AD&D): $10,000
  • Employee Assistance Program (EAP) through Cigna Behavioral

Retirement:

  • Employee Contribution = 8%
  • Vesting = 10 Years
  • Normal Retirement Benefit = 2.5% of pensionable earnings for each year of creditable service
  • Average Final Compensation (AFC) = 3 best consecutive earning years
  • Maximum Benefit = 80% of AFC, not to exceed $80,000.
  • Normal Retirement = Age 62 and ten (10) years of creditable service
  • Early Retirement = Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age
  • 13th check based on monthly retirement, payable if the pension plan funding status is equal to or greater than 100%. Paid in December each year following retirement
  • Deferred Retirement Option Plan (DROP) = 4 years/48 months maximum
  • DROP Interest Rate = 4%, compounded annually

Longevity:

Based on successful completion of full-time, continuous service with the City, employee shall receive the following:

Annual Leave:

Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

Annual Leave Cash Out:

Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

Floating Holidays:

Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.

Perfect Attendance:

For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.

Sick Leave:

Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.

Sick Leave Conversion:

After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty-eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

Bereavement:

Qualifying City-paid Bereavement Leave as follows:

  • In State = Up to 3 Days
  • Out of State = Up to 5 Days

Tuition Reimbursement:

After one (1) year of full-time employment

  • 100% reimbursement for a grade of A or B
  • 50% reimbursement for a grade of C
  • $250 books/lab reimbursement per semester
