Purpose & Job Related Requirements

REPORTS TO: Senior Construction and Maintenance Supervisor

FLSA STATUS: Non-Exempt

CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.

PAY GRADE: 113

SAFETY SENSITIVE: Yes - CDL; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.

Purpose of Job

The purpose of this job is to operate equipment and perform supervisory/manual work functions associated with inspecting and/or cleaning sewer lines and manholes. Duties and responsibilities include, but are not limited to, supervising and participating in the operation of combo truck, reading and interpreting blueprints, operating/maintaining equipment, assisting in installing, repairing, and maintaining water/sewer mains and lines, supervising assigned staff and performing additional tasks as assigned.

When assigned to Fixture Adjustment: The purpose of this job is to perform supervisory/manual work functions associated with coordinating the construction, maintenance and repair of water gate valve boxes and sanitary sewer manholes and the flushing of the public water distribution system. Duties and responsibilities include, but are not limited to: supervising and participating in installation, maintenance, and repair of water and sewer gate valve boxes and sanitary sewer manholes; reading and interpreting blueprints; operating heavy equipment; maintaining records; supervising assigned staff; and performing additional tasks as assigned.

Job Related Requirements

Work Schedule: Monday - Thursday or Tuesday - Friday, 6:30 am - 5:00 pm (10 hour shifts). Subject to call back 24 hours/day, 7 days/week. On call every six weeks.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Emergency Position

This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with one year of pipeline construction, equipment operation, plumbing, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid drivers license.

One year of supervisory experience required.

Must possess or the have ability to obtain a valid Georgia Commercial Drivers License within six months from date of hire.

Must possess or have the ability to obtain Georgia Department of Transportation Flagging certification.

Vocational Training in Water/Wastewater Management preferred

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee appraisals.

Operates equipment such as a front-end loader, dump truck, backhoe, sewer rodding machine, etc, based on assignment.

Assists in installing sanitary sewer pipes, constructing manholes, and laying pipe.

Cleans roadways of mud and debris due to water main breaks or leaks.

Gathers materials and supplies used in daily activities.

Performs minor repairs on equipment.

Responds to emergency and stand-by calls on a 24-hour daily basis.

Reads and interprets sewer maps.

Prepares and/or receives various forms, reports or other documents; processes and forwards as appropriate.

Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.

Performs other related duties as assigned.

When assigned to Fixture Adjustment:

Locates leaks in water and sewer lines; locates mains and service lines for other utilities.

Repairs road cuts necessitated by fixture maintenance and repairs.

Performs landscaping, masonry brick laying, clearing right-of-way, asphalt patching, seeding and mulching.

Operates a variety of vehicles, equipment and tools as required (e.g., backhoe, front end loader, winch truck, roller, tandem dump truck, tamp, trenchers, bush hogs, tree cutters, shoring equipment, jackhammer, chain saw, air compressor).

Directs proper setup of traffic controls.

Supervises the cleaning/maintenance of tools and equipment; performs preventive maintenance on assigned equipment.

When assigned to Sewer and Maintenance Crew Leader:

Supervises and participates in the operations of a combo truck to clean sewers and manholes.

Performs preventive maintenance on combo truck.

Knowledge, Skills and Abilities

Knowledge of the policies, procedures, practices and activities of the Unified Government of Athens-Clarke County and the operations and functions of the Sewer Maintenance Crew Leader.

Knowledge of practices, policies, and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of the terminology used within the department.

Knowledge of Athens-Clarke County policies and procedures pertaining to the repair and maintenance of water and sewer lines and mains, repair and maintenance of water and sewer fixtures, and of other procedures and methods as required in the performance of duties.

Knowledge of the location of sewer lines and mains.

Skill in the construction, maintenance and repair of sewer lines and mains.

Skill in operating various machinery and equipment including a front-end loader, dump truck, backhoe, sewer rodding machine, jackhammer, etc.

Skill in the use of such tools such as a sewer rod, cutter, air compressor, pipe saw, and metal detector.

Sewer and Maintenance Crew Leader: Skill in operating a combo truck.

Fixture Adjustment: Skill in maintenance and repair of water and sewer lines and fixtures, and in standard masonry practices.

Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain departmental operations and activities.

Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured and established goals.

Ability to communicate effectively with supervisors, and other staff members.

Ability to use independent judgment in routine and non-routine situations.

Ability to handle mathematical calculations.

Ability to plan, organize and/or prioritize daily assignments and work activities.

Ability to comprehend and apply regulations and procedures of the department.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a front-end loader, dump truck, backhoe, sewer rodding machine, sewer rod, cutter, air compressor, saw, jackhammer, metal detector, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. May be exposed to such as diseases, toxic chemicals, raw sewage, inclement weather, etc. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are at levels of those of heavy work.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a front-end loader, dump truck, backhoe, sewer rodding machine, sewer rod, cutter, air compressor, saw, jackhammer, metal detector, etc.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated machinery and equipment, hand tools, mechanic tools, power tools, and pipe/fitting supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
