UTILITY SUPERINTENDENT

Job Summary:

Under limited supervision, the Utilities Superintendent directs and manages the daily operations, maintenance, inspection, and regulatory compliance of the City's water distribution system, sanitary sewer collection system, drainage facilities, and related public infrastructure. This position ensures that utilities infrastructure is properly constructed, maintained, and operated in accordance with approved standards, environmental regulations, and City policies. The Utilities Superintendent oversees personnel, budget administration, infrastructure inspections, and coordination with contractors, regulatory agencies, and the public to protect the integrity and long-term functionality of essential public utilities systems. It also provides leadership to field crews and ensures safe, efficient, and effective delivery of water distribution services to the community. Reports to the Director of Public Works.

Minimum Qualifications:

Education: High school diploma or GED required. Additional education or technical training in public administration, construction management, utility management, environmental sciences, or a closely related field preferred.

Experience: Five (5) years of progressively responsible experience in municipal water distribution, sanitary sewer collection systems, drainage systems, or related utilities operations, including supervisory or lead experience. Experience with water distribution system operations, maintenance, construction, project management, and AMI metering systems highly preferred. Equivalent combinations of education, training, and experience may be considered.

Licenses/Certifications: Valid Texas Class B Water Distribution Operator License required; Valid Texas Class B Commercial Driver License (CDL) preferred or required within a designated period. Must maintain required licenses and certifications. Additional confined space, traffic control, trench safety, or related utility operations preferred.

Essential Job Functions:

• Plans, directs, and oversees the daily operations, maintenance, repair, and improvement of the City's water distribution, sanitary sewer collection, lift station, drainage, and associated utility infrastructure, including water mains, service lines, valves, hydrants, meters, and related systems.
• Supervises and develops utilities personnel by assigning and prioritizing work; scheduling personnel, equipment, and resources; providing training and technical direction; evaluating performance; recommending personnel actions; and promoting compliance with established safety standards, policies, and procedures.
• Plans and coordinates utility construction, maintenance, repair, replacement, and capital improvement activities; develops project scopes and cost estimates; and coordinates personnel, contractors, equipment, materials, and other resources necessary for successful project completion.
• Oversees and inspects work performed by City crews, contractors, developers, and utility providers to ensure proper installation, materials, workmanship, and compliance with City standards, approved plans and specifications, safety requirements, and applicable regulations.
• Reviews development plans, utility extensions, system maps, work orders, service requests, operational data, and infrastructure records to evaluate system capacity and condition, identify maintenance and replacement needs, resolve operational concerns, and improve system reliability.
• Ensures compliance with Texas Commission on Environmental Quality requirements and other applicable federal, state, and local laws and regulations governing water quality, wastewater collection, drainage, environmental protection, workplace safety, and utility operations; maintains required operational, inspection, and regulatory documentation.
• Prepares, administers, and monitors operating and capital budgets for assigned utility functions; manages purchasing and inventory activities; evaluates equipment and material needs; reviews and approves purchase orders, invoices, payroll, and work orders; and monitors contractor and project expenditures.
• Provides technical and operational oversight of utility systems and technology, including the operation, troubleshooting, installation, maintenance, and effective use of Advanced Metering Infrastructure (AMI), water meters, and related equipment and systems.
• Coordinates utility activities with contractors, developers, regulatory agencies, utility providers, other City departments, and the public; investigates and responds to citizen complaints, service requests, infrastructure concerns, and utility service issues.
• Directs and participates in emergency response activities involving water main breaks, service interruptions, pressure issues, sewer overflows, drainage failures, storm events, and other utility emergencies, including responding to after-hours operational needs as required.
• Performs other related duties as assigned.

Knowledge of:

• Water distribution system operations, maintenance, construction, repair, and inspection practices.

• Water mains, valves, hydrants, service connections, meters, AMI technology, and related distribution infrastructure.

• Construction methods, project management, plans, specifications, materials, equipment, and utility safety practices.

• Applicable TCEQ regulations, OSHA requirements, City standards, and industry practices.

• City policies and procedures.

Skills in:

• Supervising, training, motivating, and evaluating employees and coordinating field operations.
• Project management, scheduling, budgeting, resource allocation, and contractor coordination.
• Troubleshooting water distribution problems and making sound operational decisions.
• Reading maps, plans, specifications, work orders, system records, and technical documentation.
• Communicating effectively with employees, supervisors, contractors, residents, other departments, and the public.

Physical Demands/Work Environment:

Work is performed in both office and field environments with exposure to varying weather conditions, construction sites, confined spaces, traffic hazards, and heavy equipment operations. The position requires standing, walking, bending, stooping, climbing, and maneuvering across uneven terrain. The employee must be able to lift and carry objects weighing up to 50 pounds occasionally and lighter materials frequently. Duties may require responding to emergency situations outside normal business hours and maintaining situational awareness in potentially hazardous environments.
