Project Manager (Part-Time)
Location: Richmond, VA
Work Arrangement: Hybrid (Onsite 1 Day/Week)

Job Summary
Seeking an experienced Project Manager to lead the implementation of a new enterprise licensing and management system. The role will oversee project planning, requirements gathering, vendor management, SaaS implementation, user acceptance testing (UAT), change management, deployment, and project closeout while ensuring projects are delivered on time and within budget.
Required Qualifications
- Active PMP Certification (PMI).
- 10+ years of Project Management experience.
- Proven experience leading SaaS/PaaS implementation projects.
- Strong knowledge of Agile, Waterfall, Scrum, and Kanban methodologies.
- Experience with requirements gathering, vendor management, change management, and project governance.
- Strong leadership, analytical, communication, and organizational skills.
- Experience supporting public sector IT projects is a plus.

- Part-time engagement (20 hours/week, maximum 640 hours).
- Candidates must reside in the U.S.
- Must be available to work onsite one day per week.
