Job Description:

 

  1. General Job Description

The EHR Business Analyst will work closely with project team and EHR vendor in the development, support and functionality roll out of an Electronic Health Record system for Virginia Department of Health. This position will work closely with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to ensure they understand the current state to meet the future needs. The analyst is responsible for learning the new EHR system’s capabilities and functional use and work with business end users to ensure that it meets the VDH needs.

 

  1. Specific Tasks

Ø Follow requirement elicitation strategies to gather requirements from business stakeholders

Ø Represent requirements in process flow and other suitable pictorial diagrams as needed

Ø Review current state documentation to ensure understanding of VDH requirements to support future needs

Ø Work with project team, vendor and SMEs to understand the new EHR system capabilities meets the business needs.

Ø Identify and document gaps where requirements are not met to brainstorm mitigation plan and collaborate with team members to seek resolutions for bottle necks and issues.

Ø Facilitate development of integrated workflow

Ø Ensure user journey is clearly understood, replicated with newer processes and suggest enhancements when applicable

Ø Ability to identify integration points.

Ø Work with technical team and vendor to ensure requirements are incorporated into systems design and testing, support system validation during iterations

Ø Keep Project Manager informed of key issues that may impact project implementation

Ø Facilitate project conference calls, status meetings, planning sessions, and provide for meeting notes when needed

Ø Support the Project manager in review of Project initiation steps such as RFPs, SOW, managing Agile tools, working closely with vendor team

Ø Communicate Risk implications to Risk/Project Manager

Ø Actively participate in functional and systems integration unit testing; creating test plans, scenarios, and testing results as necessary

Ø Assisting customers with user acceptance testing

Ø Support End-User training by developing and presenting training/demos to customers, documenting user manual when needed

Ø Providing implementation and maintenance support during rolling go-lives.

Ø Develop basic knowledge of Oracle Health tools such as Discern Explorer, Cerner Command Language (CCL) system operations, and interface usage

 

  1. Required Experience and Skill Set

Ø Demonstrates skill in project planning, requirements gathering, business analysis, business process mapping, procedural writing, process engineering, problem-solving, active listening, negotiation, conflict resolution, group visitation, written and oral communication, organization and time management, and presentation skills

Ø Knowledge of relational databases (SQL), system development lifecycle (SDLC) methodologies, quality assurance techniques, and change management procedures

Ø Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile

Ø Ability to work on different aspects of same application while envisioning an integrated workflow as a final output

Ø Bachelor's degree in Information Technology, Information Systems or Computer Science, business, healthcare administration or equivalent experience

Ø Utilize system-based project management applications, collaboration applications, and MS Office applications; Visio, SharePoint, Teams, vendor collaborative tools etc.

  1. Preferred Experience and Skill Set

Ø Experience with Healthcare Information Systems

Ø Implementation experience with, Electronic Health Records / Electronic Medical Records, especially Cerner / Oracle Health and/or previous experience in an enterprise-wide SaaS implementation is preferred.

Ø Experience or knowledge with the Commonwealth of Virginia Information Security Standard, SEC 501, Familiarity with HIPPA
