Description

NOTE: This position requires prior experience in a rail environment.

Under general direction, the Vehicle Maintenance Supervisor plans, schedules, assigns, reviews and supervises the work of staff performing maintenance functions on railand other mechanical vehicles within the Vehicle Maintenance Division; plans and coordinates a comprehensive maintenance program including diagnostic tests and repairs of rail vehicles and mechanical and electrical systems; conducts various analyses and inspections and oversees or makes necessary repairs; ensures staff adheres to District policy and procedures; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management personnel. Exercises direct supervision over technical and maintenance staff.

Class Characteristics

This is the full supervisory-level class that exercises independent judgment on diverse and specialized vehicle maintenance services and operations with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff on an assigned shift and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

Ø Plans, organizes, assigns, supervises, and reviews the work of assigned staff in the Vehicle Maintenance Division; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.

Ø Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.

Ø Monitors activities of the Vehicle Maintenance Division work unit on assigned shift; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes and reviews with appropriate management staff; implements improvements.

Ø Coordinates assigned services and operations with those of other divisions and outside agencies.

Ø Participates in annual budget preparation; identifies resource needs and prepares detailed cost estimates with appropriate justifications; monitors expenditures.

Ø Schedules train/rail/vehicles for service and repair.

Ø Reads and interprets schematics, service and safety manuals including schematic symbols, electrical drawings and circuit operations; references manufacturer schematics (manual and online) to resolve maintenance issues.

Ø Conducts various analyses and inspections of rail vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair, or replacement; performs general inspection and certification; checks and maintains service schedules consistent with manufacturer specifications.

Ø Oversee the performance of, and participates in, diagnostic tests and repairs of rail vehicles and mechanical equipment; performs mechanical troubleshooting and analysis of malfunctions using various technical and computerized testing and calibration equipment to ensure safe and efficient operation of District vehicles.

Ø Tracks staffing hours, work schedules, and hours of service; tracks and monitor fuel usage and supply; track and monitor vehicle hours and mileage.

Ø Oversees and participate in the performance of vehicle maintenance and repair; disassembles and repairs engines, automatic and manual transmissions, transfer cases, and differentials; repairs or replaces carburetors, fuel pumps, air and hydraulic systems including turbo and super charger systems, electrical, computerized control systems, fuel systems, cooling systems, suspensions, brakes, tires, and exhaust; performs emergency field repairs and service.

Ø Resolves complex customer questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.

Ø Complies with all inspection and servicing requirements of the Federal Railroad Administration (FRA) and California Public Utilities Commission (CPUC) and maintains records in accordance with agency requirements.

Ø Actively reviews and analyzes maintenance activity reports for trends in repairs, equipment failures and parts usage to determine if corrective action is needed.

Ø References parts catalogues and other sources to determine correct parts for specific applications.

Ø Provides staff assistance to management; prepares reports and other written materials; supervises the establishment and maintenance of reports, records, and files.

Ø Maintains files, databases, and records related to incidents, maintenance activities, failure of components, daily operations, and resource utilization; prepares a variety of written reports, memoranda, and correspondence.

Ø Represents the District in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.

Ø Safely operates equipment and maintains a safe working environment.

Ø Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols.

Ø Performs other duties as assigned.

Requirements

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

Ø Equivalent to completion of high school, supplemented by specialized technical or vocational training in vehicle maintenance/mechanics or a related field.

Experience:

Ø Five (5) years of increasingly responsible experience as a vehicle maintenance mechanic/technician in a rail vehicle maintenance environment, including (2) years of technical lead experience.

Licenses and Certifications:

Ø Possession of a valid Forklift Operator Certification or obtain one within sixty (60) days of employment.
