Position Summary Information

Job Description Summary

Reporting to the President/CEO the Vice President/CPFO will work under broad, administrative direction with responsibility for providing strategic leadership and direction in planning, implementing, improving, and evaluating the Facilities Services Department, which includes Physical Plant, Grounds, Building Maintenance (Mechanical, Electrical, Plumbing), Facility Business Operations, Facilities Planning, Capital projects to include design and construction, and executive oversight of Environmental Health & Safety. The Vice President/Chief Physical Facilities Officer establishes, leads, and supervises an effective facility & EH&S operational structures. The VP/CPFO directs long-range and short-range planning efforts which support the district's strategic goals. In addition, the VP/CPFO oversees all aspects of DMC physical facilities, including maintenance, repairs, construction projects, compliance with related regulations, and managing budgets for facility operations, ensuring the smooth functioning of buildings and infrastructure while optimizing cost-efficiency. The VP/CPFO is responsible for developing, implementing, and monitoring the multi-year Facilities Master Plan to align with the institution's strategic goals, ensuring projects are delivered on time, within budget and with a focus on sustainability and future growth.

Minimum Qualifications

  • Master's degree in related field

  • Three (3) years upper level executive experience

  • Seven (7) years experience in the following:

  • Managerial and supervisory

  • Leading and managing multi-million dollar construction projects

  • Local, state, and federal regulations

  • Strategic planning

  • Budgeting and financial management

  • OR-

  • Bachelor's degree in related field

  • Five (5) years upper level executive experience

  • Ten (10) years experience in the following:

  • Managerial and supervisory

  • Leading and managing multi-million dollar construction projects

  • Local, state, and federal regulations

  • Strategic planning

  • Budgeting and financial management

  • In addition, the successful candidate will possess:

  • Valid Driver's License

  • Demonstrated experience in strategic facility (or "Master") planning - including development and management of a multi-year plan, encompassing the entire portfolio of owned and/or leased space that guides strategic facility goals and the organization's strategic objectives

  • Skilled in utilizing communication and interpersonal skills as applied to interactions and working effectively with internal stakeholders, faculty, staff and students.
  • Ability and capacity to balance supporting the various needs of the individual college campuses while also being able to address the needs of the DMC District System
  • Strong collaboration capabilities, soft-skills, leadership and communication skills, as required to effectively partner with campus leadership

Preferred Qualifications

  • Experience overseeing multiple sites and managing a varied range of facility projects.
  • Extensive experience preparing and executing facilities capital expenditure plans and financial requests to executive leadership and a board
  • Experience overseeing Environmental Health & Safety
  • Engineering degree or Architecture degree
  • Experience leading Bond construction projects in higher education
  • Related Experience in Higher Education industry

Job Duties

Job Duty

  • Directs long-range and short-range planning efforts which support the district's strategic goals, which involve facility functions; prepares for major capital improvements; accomplishes short-range projects such as remodeling and minor new construction district-wide; administers maintenance and repair activities throughout the district

  • Proactively identify and implement operating costs and energy savings program. Assure compliance with all applicable regulatory provisions of state, federal, and LEED and other accrediting or certifying bodies

  • Leads the implementation of DMC Facilities Master Plan, ensuring alignment with the district's strategic goals

  • Establish goals and objectives for the Division that support the strategic and tactical objectives as identified in the strategic plan

  • Collaborate with campus leadership and external stakeholders to prioritize and phase capital projects in accordance with the Facilities Master Plan

  • Assesses progress on the Facilities Master Plan, providing updates to the President/CEO, Executive Team and Board of Regents

  • Identifies innovative approaches to enhance campus infrastructure and incorporates technology to create modern, adaptable learning environments

  • Plans strategies and allocates facility services department resources to meet DMC goals and objectives through prioritizing resources to the highest identified need

  • Develops capital improvement strategies and oversight processes

  • Advise the President/CEO of all institutional policies and procedures related to the management of the physical resources of the College

  • Develops, publishes, and maintains SOP's required to operate a safe, efficient and effective facility services operation within the overall policy guidelines of DMC

  • Establishes, leads and supervises an effective facility's operational structure within available funds; directs the development and implementation of systems which provide adequate facilities, tools and equipment to serve the district's needs and plans flexibility into facilities for future expansion

  • Administers an effective preventive maintenance program at all locations, and establishes and maintains an effective system for prioritization of work requests regarding feasibility and fiscal requirements

  • Allocates tools, equipment and supplies to ensure safe, efficient and effective facility services operations

  • Effectively leads the Facilities team and allocates facilities services personnel to ensure the right balance between immediate need maintenance and preventative maintenance

  • Establish budget guidelines and prepare annual operating budget; implement and allocate resources following budget approval

  • Executive oversight of:

  • EHS policies and programs to align with institutional objectives and legal requirements.

  • Adherence to all relevant environmental, health, and safety regulations at the local, state, and federal levels

  • Risk assessments, identify hazards, and develop and implement control measures to mitigate risks in the workplace

  • EHS training programs and promote a strong safety culture throughout the institution

  • Works with college leadership in collaboration with stakeholders to address external opportunities that will mutually benefit DMC

  • Upon request by the President, report and present to the Board of Regents
