Responsible for providing leadership and oversight for the human resources programs and operations and the legal and regulatory affairs of the Organization. Oversee the development and implementation of human resources policies, programs and services, including recruitment, selection, retention, leadership development, regulatory compliance, employee benefits, wage and salary administration, employee relations, safety and health, employment practices, and payroll administration.
1. Plans, develops implements, organizes, directs, and evaluates Human Resources and Payroll programs and services.
2. Develops and implements policies, procedures, and practices necessary to establish regulatory compliance and to promote a positive employer-employee relationship.
3. Selects, develops, evaluates, and leads a team of human resource professionals with a goal of earning a high level of credibility as an effective and responsive team for management to seek advice.
4. Identifies legal and regulatory requirements (OSHA, EEO, ERISA, FLSA, etc.) applicable to the Organization.
5. Selects and coordinates use of Human Resources consultants, insurance brokers, insurance carriers, third party administrators, training specialists, labor counsel, and other outside sources.
6. Establishes recruitment programs to attract, retain, and develop competent personnel for each business unit.
7. Plans, implements, and administers benefit programs to optimize cost effectiveness and service to employees, in accordance with all federal laws and regulations. Evaluates competitive trends in benefits coverage, employee demographics, and budgetary conditions to recommend changes and additions to the benefit plans.
8. Develops and administers wage and salary administration program to include developing job descriptions and performance appraisals; evaluating positions for assignment to wage ranges; conducting market surveys and proposing changes to assure competitive status internal pay equities.
9. Facilitates leadership development and education programs.
10. Consults and advises management with interpretation of performance issues, conflict resolution, disciplinary actions, and involuntary employee terminations. Investigates irregularities and policy violations and recommends corrective action.
11. Establishes and maintains a Human Resources/Payroll record and retention system in accordance with legal requirements and retention guidelines.
12. Develops employee perception survey and coordinates the dissemination of survey results.
13. Assists in planning and budgeting activities.
14. Performs other duties and functions as directed.
B.S. Degree in Human Resources Management or Business related field required. Master’s Degree preferred. Must have at least 10 years progressive experience in a healthcare setting with at least 5 years at the senior management level.
