Debbie's Staffing is recruiting for a Vice President of Human Resources for our client located in High Point, NC.
Pay Rate: $45.00 per hour
 Job Type: Temp-to-Hire
 Schedule: Monday-Friday. Flexibility to work overtime as needed is preferred.

Job Summary

The Vice President of Human Resources is responsible for providing strategic leadership and oversight of all human resources functions for our client. As a member of the executive leadership team, this position directs talent management, employee relations, compensation and benefits, organizational development, workforce planning, policy administration, training, and compliance initiatives. The VP of Human Resources partners with leadership to foster a culture of accountability, engagement, diversity, and service excellence while ensuring the organization attracts, develops, and retains a highly qualified workforce committed to serving residents and the community.

Key Responsibilities

  • Provide strategic leadership for all Human Resources functions, including talent acquisition, employee relations, compensation and benefits, performance management, compliance, and workforce development.
  • Serve as a key member of the executive leadership team, partnering with agency leadership on workforce planning and organizational initiatives.
  • Lead recruitment, retention, succession planning, and employee engagement strategies to support organizational goals.
  • Ensure compliance with all federal, state, and local employment laws, regulations, and personnel policies.
  • Oversee employee relations matters, including investigations, conflict resolution, coaching, and performance management.
  • Develop and implement HR policies, programs, and best practices that foster a positive, inclusive, and high-performing workplace culture.
  • Utilize workforce analytics and HR metrics to drive strategic decision-making and continuous improvement.
  • Support leadership development, training initiatives, and organizational change efforts across the agency.
  • Manage HR operations, employee benefits programs, HR systems, and departmental budgets.
  • Promote a culture of professionalism, accountability, service excellence, and employee engagement throughout the Housing Authority.

Position Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field required; Master's degree preferred.
  • Minimum of 8-10 years of progressive Human Resources experience, including at least 5 years in a senior leadership role.
  • Experience in public housing, government, the public sector, nonprofit organizations, or other highly regulated environments preferred.
  • Strong knowledge of federal, state, and local employment laws and HR best practices.
  • Proven leadership experience in employee relations, talent management, organizational development, and workforce planning.
  • Excellent communication, coaching, conflict resolution, and relationship-building skills.
  • Proficiency with Microsoft Office and HRIS platforms.
  • Ability to think strategically while effectively leading day-to-day HR operations.
  • Must be able to work full-time on-site in High Point, NC.
