Reports to: The Chief Executive Officer

Overview of the Position:
The Vice President assists the Chief Executive Officer in the planning, development and implementation of policies, objectives and services of the organization in accordance with Board directives and the Corporate Charter. The Vice President provides direct oversight and overall management of administrative, operational and clinical services, and supervises the Administrative Staff, Agency Directors and Vice Presidents.
The Vice President assumes a leadership role as an executive liaison with funding entities, government agencies and officials, community organizations, supporters and the general public. The Executive Vice President provides leadership in the management and development of Center Point under the direction of the CEO.

Primary Duties and Responsibilities:

Administration and Management:
  • Under the guidance of the CEO, develops a strategic plan for the organization.
  • Identify, assess and inform the CEO of internal and external issues that affect the organization.
  • Responsible for the efficient and effective day to day operation of the organization.
  • Develops procedures to implement organizational policies; and objectives of the strategic plan.
  • Ensure that sound accounting procedures are followed; monitor monthly billing process and monthly, quarterly, annual financial reporting.
  • Ensure the Agency is compliant with state and federal non-profit fiscal regulations.
  • Implement a performance management process for all staff.
  • Oversee employee performance review and provide ongoing supervision to Division Directors regarding their job performance and their department’s performance.
  • Manage staff and intra-department relations to ensure that continuity and the quality of services are being maintained.
  • Provide written progress reports on all administrative and programmatic components of the Agency.

Operations and Supervision:
  • Ensure that the operation of the organization meets the expectations of the clients, the Board and funders.
  • Oversee the ongoing operations of all departments to ensure compliance with policies, protocols, procedures and funding requirements.
  • Monitor the maintenance needs of all facilities, develop budgest for maintenance projects and supervise progress of projects.
  • Identify and evaluate potential risks to the organization’s clients and staff, property, finances and, under the direction of the CEO, implement measures to prevent risks.
  • Identify and work with insurance agents to ensure that the organization carries appropriate and adequate insurance coverage.

Program Planning and Quality Management:
  • Oversee the planning, implementation and evaluation of the organization’s programs and services.
  • Responsible for ensuring that program services meet all objectives, benchmarks and requirements of funders and regulatory agencies.
  • Lead implementation of program development initiatives and evaluation of program performance.
  • Assure overall accountability for programmatic success and ensure outcomes are set, measured and are met or exceeded.
  • Prepare, review and submit all required scheduled reports to funding entities.
  • Develop and oversee continual assessment of program relevancy and sustainability.
  • Maintain updated knowledge of trends in behavioral health services.
  • Develop, maintain and review quality assurance protocols and procedures to ensure performance and standards are consistently met/surpassed and to determine participant satisfaction.

Development:
  • Research funding opportunities, oversee the development of fundraising plans and write funding proposals to promote the development and resources of the organization.
  • Develop and initiate plans for revenue diversification.
  • Build relationships with federal, state and local government officials; foundations and donors.
  • Conduct advocacy and fundraising activities related to the Agency’s mission and strategic plan.
  • Market services to second and third party payers.

Candidate Qualifications:
Education and Certification Requirements:
  • A Master’s Degree in the Behavioral Sciences or Non-Profit Management. Clinical licensure is preferred.
  • An Addiction Counselor Certification from an approved state organization if candidate does not hold clinical licensure.

Knowledge, Skills and Abilities:
  • At least ten years of progressively responsible management and six years of senior management experience in the design, implementation, administration and supervision of behavioral health services in non-profit organizations.
  • Experience evaluating programs, services and systems to ensure quality control and outcome achievement.
  • Demonstrated success in identifying emerging opportunities, expanding services and increasing revenue for behavioral health programs.
  • Proven ability to manage multiple programs and services simultaneously.
  • Experience in financial and human resources management. Familiarity with non-profit accounting.
  • Experience implementing or strengthening a performance management system across multiple departments.
  • Experience monitoring the implementation and strengthening of outcomes-based data collection and management systems across multiple departments.
  • Demonstrated success in leading multi-disciplinary teams.
  • Demonstrated ability to establish and maintain positive working relationships both internally and externally.
  • Knowledge of leadership and management principles related to non-profit organizations.
  • Experience in developing diversified funding streams; success at seeking and creating new and creative ways to bring revenue/grants and contracts.
  • Experience with working with diverse models of health care integration.
  • Well versed in risk management, human resource, compliance issues.

Annual Salary: $150,000 - $180,000 DOE/DOQ
