POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The Victim Services Coordinator is a civilian position assigned to the Investigation Services Division of the Westminster Police Department, working within the Police Department and with the Municipal Court. Under general supervision, this person supervises, coordinates and administers a Victims Services Unit for victims of crime and personal tragedy within the City of Westminster. This position reports to the Investigations Commander.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

JOB SPECIFIC FUNCTIONS
Essential Job Functions, Duties, Responsibilities, and Tasks
Develops and implements policies and procedures to accomplish the goals and objectives of the Victims Services Unit; oversees the provision of a wide variety of case management services, including crisis intervention, needs assessments, and referrals; monitors the City of Westminster Police Department's compliance with the Victims' Rights Amendment
Assists with unit budget development and administration
Helps to determine appropriate level of staff and other resources necessary to run unit:
Evaluates unit performance, identifying and resolving deficiencies
SupervisesVictim Advocates and assists staff as necessary
Supervises Volunteer Victim Advocates on volunteer matters related to policies, procedures, abilities, and safety issues
Recommendshiring, trains employees and volunteers
Schedules employees and volunteers
Assigns work, monitors its progress, guides and developsemployees and volunteers in the accomplishment of their duties and professional growth
Writes and conducts evaluations
Attends and/or conducts a variety of meetings such as staff meetings and employeebriefings
Consults and collaborates with other supervisors and managers in criminal justice system to establish priorities, develop policies, and coordinate countywide efforts
Researches issues and problems, prepares written/statistical reports, and makes presentations
Works with Adams and Jefferson County VALE Boards to identify programs eligible to apply for VALE funds and identifies gaps in service delivery
Oversees the application for, implementation of, and reporting for various federal, state, and private grants
Acts as liaison with victims, witnesses, police officers, detectives, prosecutors, social service agencies, community, courts, and probation department
Represents the City of Westminster on various boards, committees and task forces and also within Police Department
Other Duties and Responsibilities

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
Must possess a four (4)-year college degree from and accredited college or university with emphasis in Social Sciences, Social Work, Criminal Justice, or related field
Three (3) years of experience in victim services; or any equivalent combination of education and experience; clinical, social work, counseling, or human services experience is highly desirable
Must have knowledge of:
the Colorado criminal justice system
policies, goals and procedures of the Westminster Police Department
principles, methods, techniques and practices of crisis intervention
National Organization of Victim Assistance Code of Ethics
Colorado State Constitutional Amendments for victim's rights
community services available to crime victims and witnesses in the Westminster area
principles and practices of volunteer management; principles and practices of public administration, including supervision, training, budgeting, grant administration, program development and organizational management
The successful candidate is required to cope with detailed knowledge of traumatic materials
Excellent oral and written communications skills are mandatory for this position.
Must be multi-task oriented with close attention to detail
Must possess the ability to relate to people with a wide variety of needs and concerns while maintaining patience and understanding
Must be able to develop appropriate helping relationships and possess skills to support staff and volunteers with this skill as well
This position will encounter members of all social, economic, and ethnic groups; therefore, strong relational abilities are essential
Knowledge of applicable state laws and the judicial system is required
Must possess the ability to establish positive working relationships with Police Department personnel, judges, municipal court staff, and prosecutors that promotes trust and effective information exchange
Must be confident, self-motivated, be able to implement creative problem solving techniques and work under minimal supervision
Must possess the ability to represent the City of Westminster and its Police Department in a positive and professional manner under emotional and adversarial conditions
Must be willing to assist clients in dealing with the press
Must be willing to go out on-scene for critical incidents such as police shootings, homicides or related events to assist staff or volunteers
The ability and desire to work effectively as a team member is required
Must be customer service oriented, both internally and externally

WORKING CONDITIONS
Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:
