The Prince George's County Police Department is currently seeking qualified applicants to fill a Video Evidence Manager (Info Tech Proj Coordinator 4G) grade G27 position, in the Information Technology Division.

About the Position

This is a principal-level professional, technical and administrative position. The Video Evidence Manager is responsible for the overall administration, coordination, and operation of the agencys video evidence program. This includes managing equipment logistics, overseeing digital video evidence (DVE) storage, ensuring compliance with public records laws (e.g., FOIA, MPIA), and training personnel on proper video device usage and software navigation. As a key technical leader, the Video Evidence Manager will assist in providing critical IT solutions to various PGPD Divisions/Districts, along with other county departments and exercise a high degree of independence. Additionally, the Video Evidence Manager will bridge the gap between technical execution and administrative strategy to ensure county objectives are met efficiently.

Today, the Prince Georges County Police Department serves over 900,000 residents and has an authorized strength of 1800 officers and 300 civilians.

  • Allocates and oversees video evidence resources.
  • Leads video evidence program planning by forecasting operational and staffing needs to meet departmental goals.
  • Provides the Info Tech Manager and Bureau Chief with timely, comprehensive, and clear reports on program status and future needs.
  • Oversees the workflow, employee coaching, performance evaluations, and handling of conflicts.
  • Maintains a complete working knowledge of accepted practices, administrative/technical information, and legal aspects of the proper collection of data, enabling the incumbent to audit all video evidence operations and practices to ensure compliance with General Orders Manual, Standard Operating Procedures, legal requirements, and safety regulations.
  • Serve as a contact point between county agencies and technology vendors.
  • Develops and delivers training for recruits, officers, and command staff regarding proper operation, tagging, and policy compliance.
  • Performs tasks and duties willingly and cooperatively which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Bachelors Degree in information technology, business or public administration or a closely related field
  • Three (3) years of information technology experience, in which at least one (1) year must have involved lead/supervisory duties

Any equivalent combination of relevant training, education and experience may also be considered.

Please note there is no equivalency for the required supervisory experience.

Preferred Qualifications

Highly eligible candidates must meet all of the preferred qualifications listed below for further consideration:

  • Supervisory or project management experience leading technical teams and administrative programs.
  • Five to seven years of progressive experience in digital evidence management or law enforcement IT systems.
  • Deep knowledge of digital video evidence (DVE) software and cloud/on-premise storage architecture.
  • Experience with body-worn camera (BWC) and in-car camera hardware logistics and maintenance.
  • Strong grasp of Maryland Public Information Act (MPIA) and Freedom of Information Act (FOIA) redaction and video processing workflows.
  • Familiarity with Criminal Justice Information Services (CJIS) security policies.
  • High level of independent decision-making and inter-agency coordination.
  • Detail oriented.
  • Strong diplomatic skills.
  • Strong written skills and verbal communication skills..

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
