GENERAL EMPLOYMENT
General employment applications and qualifications may be obtained at the Personnel and Civil Service office, 4th floor, City Hall, Governmental Plaza, Binghamton, New York, and must be filed at said office on or before the last date to file at 4:45pm.

Department of City Clerk
DISTINGUISHING FEATURES OF THE CLASS: The Vital Statistics Clerk performs essential clerical and administrative duties related to the recording, processing, and maintenance of vital records, including birth, death, and other vital event certificates. This position also supports the Registrar of Vital Statistics by providing primary coverage and assistance in the Vital Statistics office, ensuring compliance with all relevant laws and regulations, and offering high-quality customer service to the public. The role combines clerical expertise with attention to detail in handling sensitive and confidential information. Work is performed under the general supervision of the City Clerk and in accordance with both local and state requirements.

Provide courteous and knowledgeable assistance to the public, funeral directors, legal professionals, and government agencies regarding vital record requests and inquiries.
Process requests for certified copies of vital records, ensuring proper verification and adherence to privacy regulations.
Serve as the primary point of contact for questions about vital statistics, offering guidance on how to obtain copies of certificates or other vital records.
Regulatory Compliance & Reporting:
Stay informed about and comply with changes in laws, regulations, and policies related to vital statistics.
Prepare and submit timely reports on vital events to local, state, and federal agencies as required by law.
Compile statistical data and generate reports for public health research, policymaking, and other needs.
Security and Confidentiality:
Implement security measures to protect vital records against fraud, identity theft, and unauthorized access.
Handle sensitive and confidential information with the utmost discretion and professionalism.
Clerical & Administrative Support:
Perform general clerical duties including answering phones, responding to emails, and processing mail for the City Clerk's and Vital Statistics offices.
Assist with the filing and archiving of records, including certificates, correspondence, and related documents.
Prepare and maintain records and documents as required by the Registrar and other department staff.
Training & Supervision:
Assist in training new personnel within the City Clerk and Vital Statistics offices, ensuring they are familiar with relevant procedures and guidelines.
Customer Service & Coverage:
Provide coverage for the Registrar of Vital Statistics during absences, ensuring that all vital record activities continue without interruption.
Provide general customer service at the service counter and over the phone, handling inquiries and requests efficiently and professionally.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS:

Good understanding of office terminology, procedures, and equipment.
Knowledge of business arithmetic, English language, and clerical practices.
Skills And Abilities:
Ability to accurately record and process vital records with attention to detail.
Ability to maintain confidentiality and handle sensitive information with discretion.
Ability to communicate effectively with the public, government agencies, and other stakeholders.
Ability to operate a personal computer and utilize office software (word processing, spreadsheets, databases) at an acceptable level of accuracy and speed.
Ability to work independently with minimal supervision and handle tasks efficiently.
Ability to manage and organize multiple tasks and priorities.
Clerical aptitude, including typing at a predetermined speed and legible handwriting.
Ability to implement quality control measures and audits of records to ensure accuracy and completeness.
Personal Characteristics:
Tact, courtesy, and professionalism.
High level of integrity, reliability, and a strong work ethic.
Ability to get along well with others, both colleagues and members of the public.
Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: Either:
(a) Graduation from high school or possession of a high school equivalency diploma, including or supplemented by a course in accounting, bookkeeping, or related fields; or
(b) One-year clerical experience primarily involving the maintenance of financial accounts and records
