VOCA Program Supervisor – Victim Services & Case Management

POSITION SUMMARY

The VOCA Program Supervisor provides leadership and oversight for the Victims of Crime Act (VOCA) Case Management Program, which supports victims of crime across five Connecticut counties: Hartford, Litchfield, New Haven, Middlesex, and Fairfield. The program provides free, trauma-informed case management services to individuals and families following a crime, helping them navigate resources, stabilize immediate needs, and connect with ongoing supports.

The Program Supervisor plays a critical role in ensuring that case managers are supported, trained, and equipped to provide compassionate, effective services. By guiding staff, strengthening community partnerships, and maintaining high-quality program operations, the Supervisor helps ensure that victims across Connecticut receive timely support and meaningful pathways to recovery.

GENERAL DUTIES AND RESPONSIBILITIES

• Recruit, hire, train, and supervise a team of VOCA case managers located within Catholic Charities’ behavioral health clinics.
• Provide onboarding, orientation, and ongoing professional development for case management staff in accordance with the VOCA Case Management Operations Manual.
• Provide regular supervision and guidance to ensure high-quality, culturally responsive, and trauma-informed services.
• Review client intakes and assessments with case managers and determine appropriate levels of service.
• Oversee caseload distribution and support staff in locating and engaging clients, including outreach during nontraditional hours when necessary.
• Support case managers in responding to crisis situations and accessing emergency behavioral health services and community resources.
• Assist case managers in connecting clients to behavioral health services within Catholic Charities’ outpatient clinics or other community providers based on client choice.
• Conduct outreach to referral sources and maintain relationships with community partners through meetings, events, and collaborative initiatives.
• Promote the program and strengthen referral pathways through community engagement and relationship-building with stakeholders.
• Ensure staff maintain timely and accurate documentation in the Electronic Case Management System (ETO).
• Utilize ETO reports and program data to monitor staff performance, ensure compliance with documentation standards, and meet contractual requirements.
• Identify program trends, service patterns, and areas for improvement and make recommendations for program development using a Results-Based Accountability framework.
• Complete quarterly VOCA program reports and participate in statewide trainings as required.
• Evaluate staff performance through the agency’s performance appraisal process.
• Perform other duties as assigned.

QUALIFICATIONS

• Master’s degree in Social Work, Counseling, Marriage and Family Therapy, or a related Human Services field.
• Minimum of two years of supervisory or program leadership experience overseeing case management services for crime victims or other vulnerable populations.
• Experience managing state-funded programs, contracts, or reporting requirements.
• Direct experience supporting victims of crime, domestic violence survivors, sexual assault survivors, or individuals impacted by traumatic events strongly preferred.
• Bilingual English/Spanish strongly preferred given the population served.
• Familiarity with Connecticut’s victim services network and collaboration with community providers, victim advocacy programs, or multidisciplinary response teams is highly valued
