Under the general supervision of the Management Analyst III (Office of the Volunteer Liaison) assigned to the Office of the Fire Chief, independently performs professional-level program management, analysis, communications, recruitment, training coordination, and administrative work supporting the Fairfax County Fire and Rescue Department's volunteer system and departmental initiatives. The position serves as the operational program coordinator supporting the department's twelve affiliated Volunteer Fire Departments (VFDs) and assists the Management Analyst III with the implementation of strategic priorities, policies, programs, and initiatives affecting volunteer personnel and organizations.
This position coordinates the department's volunteer recruitment and onboarding program, including applicant processing, background investigation coordination, fingerprinting, personnel records management, system access, and communication with volunteer leadership and departmental stakeholders. Develops and implements outreach strategies designed to increase awareness of volunteer opportunities, improve recruitment and applicant engagement, and support the long-term sustainability of the volunteer system. Serves as a communications and public information resource for the Office of the Volunteer Liaison. Develops and coordinates informational materials, recruitment campaigns, digital content, presentations, public messaging, and internal communications promoting volunteer programs, accomplishments, training opportunities, community engagement activities, and departmental initiatives. Coordinates with the department's Public Information Office and other stakeholders to ensure communications are accurate, timely, consistent, and aligned with departmental communication standards. Works collaboratively with the Fire and Rescue Academy MAIII (Volunteer Training), volunteer training leadership, operational bureaus, and other subject matter experts to identify training needs, communicate training opportunities, assist with coordinating program delivery, maintaining training information, and supporting initiatives designed to improve volunteer readiness, professional development, and organizational effectiveness. Performs program analysis, research, data management, process improvement, and performance measurement activities supporting volunteer programs and departmental initiatives. Develops reports, presentations, dashboards, correspondence, and briefing materials for the Management Analyst III, Assistant Chief of the Office of the Fire Chief, Fire Chief, Volunteer Fire Commission, department leadership, and other stakeholders. Assists with the administration of the Community Emergency Response Team (CERT) program and other community preparedness, volunteer engagement, recruitment, training, communications, and special projects assigned to the Office of the Volunteer Liaison.
