Summary
Under basic supervision, the Wastewater Collections Worker performs entry-level field maintenance and repair tasks to support the inspection, cleaning, and upkeep of the City's sanitary sewer and stormwater collection systems. The position assists higher-level staff with daily operations, learns to use specialized equipment, and supports safe, compliant, and efficient system maintenance.

Essential duties and responsibilities may include, but are not limited to the following:
- Assists with cleaning and maintenance of sanitary sewer pipelines, manholes, laterals, and related structures using combination cleaning units, jetting systems, and other specialized equipment.
- Supports inspection activities, including CCTV setup, manhole entry preparation, and visual condition checks of collection system infrastructure.
- Performs cleaning and debris removal from storm drain systems, catch basins, culverts, channels, and detention basins to prevent blockages and flooding.
- Assists with confined space entry operations by preparing sites, monitoring safety equipment, and following established entry procedures.
- Participates in the setup of traffic control devices, signage, cones, and barricades to ensure safe work zones.
- Shovels dirt, digs trenches, assists with minor repairs, and performs general labor tasks associated with sewer and storm drain maintenance.
- Completes basic work reports, logs, and service records to support of regulatory compliance and maintenance tracking.
- Responds to after-hours service calls, emergency overflow events, and storm-related incidents as assigned.
- Maintains tools, vehicles, and equipment in safe working condition and reports repair needs.
- Participates in safety meetings, required training sessions, and emergency preparedness exercises.
- Performs other duties of a similar nature and level as assigned.
- Safely operates City vehicles and equipment.
Minimum Qualifications
Education and Experience:
High school diploma or GED equivalent, and one (1) year of experience in public works or utility maintenance and repair operations, which includes traffic control, water, sanitary sewer, and storm drain system installation, and pump station maintenance.
License(s)/Certifications:
- Must possess a valid California driver's license.
- Required to obtain a California Water Environment Association (CWEA) Collection System Maintenance Certification, Grade 1, within 12 months of employment.
- Confined space entry certification is desired.
- Flagger certification is desired.
- National Association of Sewer Service Companies (NASSCO) certification is desired.
Knowledge of:
- Applicable state and federal codes, ordinances, laws, rules, and regulations governing wastewater and stormwater systems, including the Federal Clean Water Act and the Statewide Sanitary Sewer Systems Waste Discharge Requirements (SSS WDRs).
- City policies, departmental regulations, and standard operating procedures related to public works and utility maintenance.
- Construction, maintenance, and repair practices, methods, materials, and terminology used in public works and underground utility projects.
- Basic principles of wastewater collection, storm drain systems, and sanitary sewer operation and maintenance.
- Methods, tools, and equipment used in the construction, cleaning, and repair of wastewater and stormwater infrastructure.
- Basic plumbing, electrical, and mechanical maintenance, and repair methods.
- Welding and fabrication practices and basic metal repair methods.
- Operation and care of hand tools, power tools, and motorized equipment used in maintenance and construction.
- Work zone traffic control and flagger safety procedures.
- Confined space entry, trenching, gas detection, and lockout/tagout safety standards and practices.
- Sewer and storm drain cleaning and inspection procedures, including the use of high-pressure water jetting and closed-circuit television (CCTV) inspection equipment.
- Proper handling and disposal of wastewater debris, grit, and hazardous materials.
- Principles and practices of preventive maintenance and basic recordkeeping for tools, equipment, and vehicles.
- Requirements of the State Water Resources Control Board (SWRCB) and the California Integrated Water Quality System (CIWQS) for data and compliance reporting.
- Basic project coordination, material estimation, and work documentation principles.
- Modern office practices, procedures, and equipment, including the use of computers, tablets, geographic information systems (GIS), and computerized maintenance management systems (CMMS).
- English usage, spelling, grammar, punctuation, and basic mathematical principles required for calculations and recordkeeping.

Physical Demands & Working Environment
This position works primarily outdoors in conditions such as wind, heat, cold, and rain. It may require entry into sewer and storm drainage systems and confined spaces such as manholes, pump stations, and catch basins. The employee may need to climb ladders, work in trenches, and wear a fall restraint harness or respirator in confined spaces. Positions in this class typically require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions, with or without reasonable accommodation. Heavy Work: Exerting 50 to 100 pounds of force occasionally (up to 1/3 of workday), and/or 25 to 50 pounds of force frequently (1/3 to 2/3 of workday), and/or 10 to 20 pounds of force constantly (2/3 or more of the workday) to move objects. Physical demand requirements exceed those for Medium Work. Incumbents may be subjected to machinery and moving mechanical parts, electrical currents, vibrations, intense noise, travel, and environmental conditions such as wide temperature variations, fumes, smoke, grease, odors, and dust. The incumbent must be able to see and hear within the normal range, with or without correction, communicate effectively both verbally and in writing, and be clearly understood. The incumbent may be required to respond to emergencies outside of regular working hours and on weekends and must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts.
SALARY: Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate.
VACATION: Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015.
SICK LEAVE: 96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service.
HOLIDAYS: 13 Holidays per year plus one floating holiday for eligible full-time employees.
MEDICAL/DENTAL/VISION INSURANCE: Available for full-time employees and their eligible dependents, with a fringe subsidy.
DEFERRED COMPENSATION 457 PLAN: Available to interested employees.
LIFE INSURANCE: City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee.
RETIREMENT: For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program. The City is required to participate in the Medicare Program and contributes a matching 1.45% of salary.
SHORT-TERM DISABILITY: Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit.
LONG-TERM DISABILITY: City-paid benefit provides 66-2/3% of salary after 90 days of disability for full-time employees, up to a maximum of $5,000 monthly.
EMPLOYEE ASSISTANCE PROGRAM: Provided for all full-time employees and their eligible dependents.
