The City of Waco is seeking an experienced supervisor in the operation and management of conventional municipal wastewater treatment to become our next Wastewater Treatment Plant Superintendent. Minimum Qualifications:
Required:
- Associates Degree in Environmental Science, Engineering, Business or Public Administration, or a related field and 5 years Progressively responsible experience in the operation and management of conventional municipal wastewater treatment facilities, including five (5) years of supervisory experience. Required experience must include responsibility for treatment process performance, regulatory compliance, staff supervision and development, maintenance coordination, emergency response, and operational or capital planning for complex, continuously operated wastewater treatment facilities. An equivalent combination of education and directly related experience may substitute for the education requirement on a year-for-year basis.
- Valid Texas Driver's License.
- Class A Wastewater license from Texas Commission on Environmental Quality (TCEQ).

Position Overview:
The Wastewater Treatment Plant Superintendent directs the operation, maintenance, regulatory compliance, and long-term performance of the Citys wastewater treatment facilities and wastewater lift station system. The position is responsible for maintaining reliable, efficient, and compliant wastewater treatment and conveyance operations, including the production of permitted effluent and the management of treatment residuals. The Superintendent provides leadership for a large, continuously operating utility workforce; establishes operational priorities; oversees treatment process performance, maintenance coordination, staffing, safety, budgets, and capital improvements; and ensures compliance with applicable federal, state, and local requirements. The position works closely with City leadership, regulatory agencies, wholesale wastewater customers, engineers, contractors, and other City departments to maintain system reliability and support future service demands.
Essential Functions:
- Directs the operations, maintenance, and repair of the City's Wastewater Treatment Plants and wastewater lift stations to ensure safe, reliable, efficient, and compliant treatment and conveyance operations.
- Ensures compliance with all applicable federal and state regulations, permits, and reporting requirements; oversees regulatory reporting and initiates corrective actions for environmental, operational, or safety concerns.
- Monitors treatment process performance, effluent quality, solids handling, lift station operations, and equipment condition; reviews operational data and reports and implements process improvements, new technologies, and best practices.
- Manages staff through effective delegation, training, mentoring, performance evaluation, and accountability; supports employee development, succession planning, and maintenance of required operator licenses.
- Reviews infrastructure condition, treatment capacity, operational demands, and system risks; develops recommendations for long-term planning, resource allocation, staffing, and operational effectiveness.
- Prepares technical reports, analyses, and cost estimates in support of regulatory requirements, wastewater service agreements, projects, contracts, and City management decisions.
- Develops and manages operating and capital budgets; tracks expenditures, revenues, chemical and energy use, contractual services, and other resources to ensure responsible fiscal management.
- Oversees the planning and execution of Capital Improvement Program and major maintenance projects for wastewater treatment facilities, lift stations, equipment, and supporting infrastructure.
- Communicates clearly with City leadership, regulatory agencies, wholesale customers, contractors, consultants, and the public regarding wastewater operations, compliance, system conditions, challenges, and accomplishments.
- Operates a City vehicle and equipment to inspect facilities, support field activities, respond to operational conditions, and ensure the effective maintenance and operation of wastewater infrastructure. May be required to respond after hours, including holidays and weekends, in the event of a departmental or City wide emergency.
- Performs other related duties as assigned.
