The Town of Cohasset is seeking an experienced, organized, and customer-focused professional to serve as its full-time Water and Sewer Operations Manager.

Reporting to the Director of Public Works, this position coordinates and administers the daily business, customer service, financial, regulatory, and operational support functions of the Town’s Water and Sewer Divisions. The Water and Sewer Operations Manager works closely with division staff, the Water and Sewer Commissioners, residents, businesses, contractors, engineers, consultants, regulatory agencies, and other Town departments.

Key Responsibilities
  • Coordinate the daily administrative and business operations of the Water and Sewer Divisions.
  • Administer water and sewer customer accounts, including account setup, ownership changes, meter information, abatements, adjustments, final readings, liens, commitments, and related records.
  • Coordinate billing cycles and reconcile billing, collection, usage, and account data.
  • Maintain work-order, service-request, inspection, permit, and project-tracking systems.
  • Coordinate information among field staff, supervisors, contractors, engineers, consultants, and customers.
  • Assist with the planning and scheduling of routine and emergency water and sewer work.
  • Process water and sewer applications, connection permits, capacity requests, plans, inspections, and related documentation.
  • Maintain regulatory records and reporting calendars and assist with required local, state, and federal filings.
  • Provide administrative and operational support to the Water and Sewer Commissioners.
  • Prepare meeting agendas, packets, legal notices, presentations, minutes, and supporting materials.
  • Assist with the preparation and monitoring of operating and capital budgets.
  • Process invoices, payment requests, purchase orders, procurement documents, and other financial records.
  • Respond to customer inquiries regarding accounts, rates, bills, permits, service requests, and departmental procedures.
  • Draft and distribute correspondence, notices, website updates, public advisories, and educational materials.
  • Support emergency response coordination and public communications during water or sewer incidents.

Minimum Qualifications

Candidates must possess a bachelor’s degree in public administration, business administration, finance, environmental science, engineering technology, or a related field, or an equivalent combination of education and experience.

Candidates should also have at least five years of progressively responsible experience in municipal administration, public utilities, water or wastewater operations support, billing, finance, project coordination, or a closely related field.

The successful candidate will have strong organizational, analytical, financial, customer service, project coordination, and problem-solving skills. Excellent written and verbal communication skills, sound judgment, attention to detail, and the ability to manage multiple priorities and meet legal and operational deadlines are essential.

A valid driver’s license is required.

Preferred Qualifications

    • Experience in municipal water and sewer billing, metering, permitting, regulatory reporting, or public works operations.
    • Experience supporting an elected or appointed board or commission.
    • Knowledge of Massachusetts municipal finance, procurement, public records, and Open Meeting Law requirements.
    • MCPPO designation or procurement-related training.
    • Experience with utility billing, GIS, work-order, asset-management, financial, or electronic document-management systems.
    Schedule and Compensation

    This is a full-time, benefit-eligible, non-union position. Regular evening meetings and occasional emergency or after-hours work are required.

    Hourly Salary Range: A5 ($41.89–$50.06), depending on qualifications and experience.
