Job Summary:

The Water Efficiency Specialist I is part of the Water Efficiency Team within the Water & Sewer Treatment and Supply Division. This position plays a key role in advancing the City''s commitment to sustainable water management by helping residential, commercial, industrial, institutional, and multifamily customers improve water efficiency through education, technical assistance, and conservation programs. The Water Efficiency Specialist I conducts indoor and outdoor water use assessments, performs irrigation audits, analyzes water use data, recommends water-saving technologies and practices, administers rebate and incentive programs, and engages with the community through education and outreach. This position supports the City''s long-term water resource planning while providing exceptional customer service and promoting efficient water use throughout the community.

Experience, Education, and Skills:

Minimum Requirements:

  • Associate degree or technical certification in Water Resources, Environmental Science, Landscape Management, Horticulture, Industrial Technologies, Applied Science, or a related field.

  • Two (2) years of customer service experience.

  • One (1) year of experience in water efficiency, irrigation auditing, landscape irrigation, environmental conservation, water resources, facility water assessments, or a closely related field.

  • Certified Landscape Irrigation Auditor (CLIA), or the ability to obtain certification within one (1) year of hire.

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver's license.

Preferred Qualifications:

  • Industry certifications such as Sustainable Landscape Manager (SLM), Watershed Wise Landscape Professional (WWLP), Cross Connection Control technician certification, Qualified Water Efficient Landscaper (QWEL) or similar is preferred.

  • Experience with irrigation system design, installation, or maintenance.

  • GIS experience utilizing mapping and data analysis

  • Experience administering water efficiency rebate or incentive programs.

  • Experience delivering public presentations, environmental education, or community outreach.

  • Bilingual (English/Spanish) preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of common mechanical equipment found at facilities.

  • Comprehensive knowledge of irrigation systems, methods, and best practices.

  • Comprehensive knowledge and skill to implement water use (assessment) auditing methods and reporting.

  • Ability to develop and maintain water use reports, conservation and educational performance records, and water use files and databases.

  • Knowledge of the business and organizational structure of Colorado municipalities.

  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.

  • Knowledge of water efficient landscaping principals and other sustainable landscaping best management practices.

  • Ability to use general computer programs including, but not limited to, Microsoft Office, ArcGIS, graphical programs, and the city database.

  • Ability to work evening and weekend events as needed.

Essential Functions:

Water Efficiency & Customer Support

  • Conduct indoor and outdoor water use assessments for residential, commercial, industrial, institutional, and multifamily customers.

  • Evaluate irrigation systems, landscapes, and indoor water use to identify opportunities for improved water efficiency.

  • Develop water efficiency recommendations and prepare customer reports outlining opportunities to reduce water consumption.

  • Utilize Advanced Metering Infrastructure (AMI) data to analyze water use, identify potential leaks, and assist customers with water management tools and customer portal access.

  • Provide technical assistance related to irrigation systems, water-efficient landscapes, plumbing fixtures, and water conservation technologies.

Program Administration

  • Assist in the development, implementation, and administration of water efficiency programs, rebates, incentives, and customer assistance initiatives.

  • Maintain accurate program documentation, customer records, and performance data.

  • Monitor program effectiveness and recommend improvements to increase customer participation and water savings.

Irrigation & Landscape Services

  • Review irrigation and landscape plans for new commercial developments to ensure compliance with City standards and water-efficient design practices.

  • Conduct irrigation audits and inspections for commercial developments prior to certificate of occupancy.

  • Support irrigation system retrofits and landscape improvement projects.

  • Maintain irrigation systems and demonstration landscapes at City facilities.

Community Outreach & Education

  • Educate customers, businesses, contractors, and community organizations on water efficiency programs, best management practices, and sustainable landscaping.

  • Deliver presentations, workshops, and educational events promoting efficient water use.

  • Interpret and explain applicable federal, state, and local regulations related to water efficiency and irrigation.

  • Participate in community events, educational programs, and outreach initiatives promoting responsible water use.

  • Assist with demonstration gardens, conservation events, and special projects.

  • Perform general labor and field work supporting Water Efficiency programs.

  • Performs other duties as assigned.

Supervisory Responsibilities: N/A

Travel: Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

Work Environment:

  • Office Environment: Work is performed in a standard office setting and includes computer work, customer service, report preparation, data analysis, program administration, and participation in meetings.

  • Field Environment: Conducts indoor and outdoor water use assessments, irrigation audits, inspections, and site visits at residential, commercial, industrial, institutional, and multifamily properties. Work is performed in varying weather conditions, including heat, cold, rain, and snow, and may involve walking on uneven terrain, landscaped areas, construction sites, and active irrigation systems.

  • Regular interaction with customers, contractors, developers, community organizations, and the public through educational events, presentations, workshops, and outreach activities.

  • The position requires driving a city vehicle to various locations throughout the City to conduct assessments, inspections, and customer consultations.

  • Work may require occasional lifting of materials or equipment up to 50 pounds, bending, kneeling, climbing, and prolonged standing or walking during field inspections and community events.

  • Occasional evening or weekend work may be required to support public meetings, educational programs, community events, or other departmental initiatives.

  • Must comply with all City safety policies and procedures and wear appropriate personal protective equipment (PPE) when required.

Physical Requirements:

  • This position requires a combination of office-based work and fieldwork in a variety of indoor and outdoor environments.

  • Mobility: Ability to move throughout office buildings, City facilities, customer locations, and outdoor work sites. Frequent walking, standing, bending, stooping, kneeling, reaching, climbing stairs, and navigating uneven terrain may be required.

  • Dexterity: Ability to operate computers, tablets, mobile devices, standard office equipment, and basic field equipment. Requires repetitive hand movements for typing, writing, data entry, and operation of equipment.

  • Strength: Ability to occasionally lift, carry, push, or pull materials, equipment, or supplies weighing up to 40 pounds.

  • Endurance: Ability to work for extended periods in both office and field environments, maintain concentration while performing technical and administrative tasks, and work outdoors in varying weather conditions as needed.

  • Vision and Hearing: Sufficient visual acuity to read printed and electronic materials, review plans and reports, operate computer equipment, and observe field conditions. Adequate hearing and verbal communication skills to effectively interact with coworkers, customers, contractors, and the public in both office and field settings.
