Water Operator II/III
The City of Benicia is seeking a dedicated and skilled individual to join our Water Treatment Division as a Water Operator II/III. This critical role supports the Citys mission to provide safe, high-quality, and reliable drinking water to our community.
As a Water Operator II/III, youll work in a regulated industrial environment, operating a surface water treatment plant and potable water distribution system. Our operators are vital to maintaining public health and ensuring full compliance with state and federal water quality regulations.

Water Operator II
Under direct supervision while training under a Water Operator III or IV, assists in the operation of the Water Treatment Plant in order to learn the standard operating procedures and interpret water quality analysis for the proper treatment of drinking water.
Water Operator III
Under general supervision, operates a surface water treatment plant and potable water distribution system as the shift operator of record. In the absence of the WTP Superintendent or Plant Supervisor; and during off-hours or during emergency situations; this classification will assume the role and duties of Chief Operator as defined by the State Water Resources Control Board - Division of Drinking Water (Title 22, Division 4, Chapter 13), and is expected to work independently without supervision to maintain all regulatory compliance and resolve plant performance issues. The work of this position is performed in a regulated, industrial facility. Successful incumbents perform process control monitoring through laboratory testing, critical observation of plant equipment and analyzers, and occasionally perform preventative maintenance and repair of plant equipment.
Distinguishing Characteristics
Water Operator II
The Water Operator II is an entry level position in the Water Operator series. This job class is for water operators that possess a Water Treatment Operator T2 certification from the State Water Resources Control Board (SWRCB). Successful incumbents can learn to work in a regulated, industrial facility, become trained as a shift operator, and gain the experience and range of knowledge required for Water Treatment Operator T3 certification.
Water Operator III
The Water Operator III performs their duties and assignments as a fully qualified, journey-level, shift operator with responsibility for the efficient and compliant operation of the water treatment plant and distribution system. This classification encompasses all of the duties, characteristics, and requirements of the Water Operator II classification. General Duties to be performed are outlined in the Operations Plan and Standard Operating Practices (SOP). During emergency or unusual operating conditions, this classification is expected to possess the skills to act independently and responsibly to ensure compliant operation of the water treatment plant. This responsibility includes making decisions, performing problem analysis, and interpreting regulatory requirements as noted in Title 22, Chapter 4. Incumbents in this class are typically distinguished by their level of certification, scope of knowledge, experience, and duties assigned.
