The Water Quality Data Steward is responsible for ensuring the accuracy, integrity, and consistency of environmental water quality data throughout its full life cycle—from data creation and collection through validation, reporting, and archival. This position acts as the primary liaison between business users, database administrators, and application developers to enforce data standards, coordinate updates to data processes, and ensure compliance with organizational and regulatory requirements such as Chapter 62-160, F.A.C.
The successful candidate will have strong experience in LIMS software, relational database systems (i.e. Oracle, Microsoft SQL Server, MySQL), SQL, data governance, and quality assurance within an environmental, laboratory, or scientific data management context.

Key Responsibilities

•    Data Governance & Quality Assurance
o    Enforces established business rules, data standards, and validation procedures for water quality data.
o    Identifies, investigates, and corrects data inconsistencies, errors, and gaps in LIMS data maintained in  the relational database.
o    Reviews and approves proposed changes to data structures, workflows, and business processes to maintain data integrity.
o    Participates in the development and documentation of data management procedures, metadata definitions, and data dictionaries.

•    Database & Process Management
o    Queries, analyzes, and manipulates data using SQL Plus, SQL Developer, Toad, Macro enabled MS EXCEL spreadsheets, MS ACCESS, or similar tools.
o    Collaborates with IT and business units to design, test, and implement new data processes and enhancements.
o    Supports data integration between laboratory information management systems (LIMS), field data collection systems, and enterprise databases.
o    Analyzes data patterns, detects inconsistencies, and resolves data issues efficiently.
o    Monitors data imports and exports (e.g., EDDs, reports, dashboards) to ensure successful and accurate transfers.
o    Develops and maintain  Data Validation tools using MS Excel and MS Access to check the accuracy, completeness and consistency of electronic data deliverables files (EDDs) and  continuous monitoring data, including external data loading, creating external EDDs, and post load checks tasks.
o    Uploads data to FDEP Water Information Network (WIN)database system, address data anomaly questions, WIN data corrections, and WIN data table management.

•    Data Lifecycle Stewardship
o    Maintains knowledge of the full data lifecycle—from acquisition and validation to long-term archival.
o    Coordinates with data owners and custodians to ensure compliance with retention and archival policies.
o    Supports preparation of datasets for reporting, regulatory submissions, and public data portals.

•    Collaboration & Training
o    Provides technical guidance and support to scientists, analysts, and data users regarding proper data handling and retrieval.
o    Assists in training staff on data entry standards, validation protocols, and database tools.
o    Collaborates closely with the LIMS Administrator and provides back-up support as needed to ensure continuity of operations.
o    Provides technical guidance and support on the electronic Field Data Collection Application for field monitoring staff.

Employment Guidelines: 

Scientist 4 (Water Quality Data Steward): Typically has Bachelor's Degree in Environmental Science, Computer Science, Information Management or related field and 4+ years of professional experience in data management, preferably within an environmental or laboratory data systems.

Scientist 3: Typically has Bachelor's Degree in Environmental Science, Computer Science, Information Management or related field and 4+ years of professional experience in data management, preferably within an environmental or laboratory data systems.

License(s) / Certification(s): 
Valid State of Florida Driver's License required.

Physical Requirements/ Working Environment:
Incumbent supports the District’s emergency management operations as assigned. Typical assignments may include participation on Secondary Assessment Team, Debris Removal Team, Citizens Information Line, or Planning Section of EOC.

Work may require some lifting (up to 40 pounds), prolonged standing, repetitive bending and reaching, periodic exposure to refrigerated conditions to retrieve samples, and work is performed in a laboratory where employees routinely use numerous chemical compounds.
