JOB SUMMARY

 

Inspects and monitors environmental health and safety concerns. Directs the enforcement of health laws and regulations. Supervises and manages staff, and acts as a representative and spokesperson for the Bureau. This position resides in the Water Quality & Hazardous Waste Bureau and supervises the Onsite Wastewater, Watershed, Drinking Water and Stormwater Response programs. These programs promote and protect our watersheds and drinking water sources, regulate wastewater disposal and investigate and enforce on illicit discharges and chemical spills in storm drains and waterways.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree from an accredited college or university in Environmental Health or a related area of study as required for Environmental Health Scientist licensure, current Licensure in the State of Utah as an Environmental Health Scientist, or must be eligible for license reciprocity as determined by the Utah Division of Occupational and Professional Licensing, or must obtain licensure within sixty (60) days from the date of hire.

 

Must have three (3) years of experience working in Public or Environmental Health. 

 

Preference will be given to applicants with prior supervisory experience.

 

A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Manages programs by coordinating and implementing objectives.
  • Supervises staff, which includes recommendations on hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
  • Manages the enforcement of health regulations related to assigned program areas.
  • Conducts inspections, audits, tests, and surveys to determine compliance with health laws, regulations, and standards. Evaluates and records conditions found and takes appropriate corrective action.
  • Collects delinquent fees and issues closure and suspension notices for failure of compliance. Conducts dispute resolution.
  • Communicates environmental health information and distributes education materials and other informational resources to the public.
  • Acts as coach and mentor, trains, or determines and ensures the proper training of Bureau staff. Attends and participates in seminars, on-the-job training, and other required educational activities.
  • Plans and conducts studies, and prepares reviews and approves reports, presentations, and materials.
  • Reviews applications, license referrals, permit applications, and other documents to determine compliance with health laws and regulations and recommends revisions and approval or denial.
  • Prepares and issues notices and orders, prepares court complaints, follows through with legal counsel and courts, and testifies as an expert witness in court and administrative hearings.
  • Collects samples and conducts tests following established quality assurance and quality control procedures.
  • Coordinates with local, State, and Federal entities.
  • Participates in and helps manage local,/community public and environmental health events and programs.
  • Assists in drafting and enacting County regulations and policies in compliance with State and Federal laws.
  • Assists in managing budget and reviews budgetary documents for accuracy.

  • Establish and maintain effective working relationships with public, government, and private groups and individuals
  • Assess risk and assign appropriate fee structures for noncompliance
  • Deal tactfully with upset and angry individuals in matters of enforcement, compliance, and dispute resolution

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Considerable walking over rough terrain and going to difficult-to-access places; bending and kneeling. May be required to carry bulky equipment necessary for the performance of various duties.

 

IMPORTANT INFORMATION REGARDING THIS POSITION

 

May be required to work holidays, nights, and weekends as needed.

Additional Information:

This position works Monday through Friday, 8:00 AM to 5:00 PM, with occasional events on weekends, holidays and afterhours
