Job Description

The Water Reclamation Facility Supervisor is responsible for overseeing the operations and maintenance activities at the City's Water Reclamation Facility (WRF). The position leads an exceptional team that performs a variety of tasks that include, but are not limited to: daily rounds, sample collection, laboratory analysis, clarifier blanket monitoring, filter changing, chemical delivery, maintenance of infrastructure and equipment utilized in the treatment process, troubleshooting, testing and repair of treatment equipment and assisting with equipment replacement.

Also known as the Charles M. Wolf Water Resource Center, the WRF is the only treatment facility in the City. The facility is currently rated at 9 million gallons per day (MGD) and operates continuously to treat a primarily domestic wastewater stream. The process includes screening, grit removal, primary treatment, biological secondary treatment (Activated Sludge 4 - Stage Bardenpho BNR), secondary clarification followed by chlorination and then de-chlorination. The solids handling is accomplished by primary and WAS thickening, anaerobic digestion and centrifuge dewatering. The WRF generates effluent that meets Aquifer Water Quality Standards (AWQS) to be recharged, except when used for the on-site non-potable system.

Under direct supervision of the Utilities Operations Manager, this position requires exceptional leadership skills to effectively direct, manage, supervise and coordinate day-to-day activities; monitor and administer the WRF annual operations budget; coordinate with engineering on Capital Improvement Projects; prepare and submit regulatory reporting, maintain facility compliance, and more. This position requires advanced knowledge and skills pertaining to the process control of an activated sludge treatment facility.

Essential Functions

Directs the overall operation and administration of the Water Reclamation Facility by overseeing operational data, records and analytical results. Provides leadership, guidance and establishes an operational strategy for the facility.

Assists in preparing regulatory reports and submissions. Provides recommendations for operations and maintenance activities and/or process adjustments to maintain regulatory compliance. Promotes quality control by ensuring the facility discharge parameters are within the Environmental Protection Agency (EPA), State and local permit compliance.

Works with the Utilities Operations Manager and Water Quality & Compliance Supervisor to coordinate responses to audits, inspections and other actionable items.

Supports the WRF asset management program and ensures the proper practices and procedures for the City's Computerized Maintenance Management Software (CMMS) are being followed. Oversees and manages overall facility operation, maintenance and repair, and assists operators, mechanics, electricians, and control staff with physical maintenance and repair of system components.

Monitors plant processes via the City's Supervisory Control and Data Acquisition Program (SCADA) and physical sampling and laboratory testing of reclaimed water and treatment byproducts.

Monitors chemical feed dosage to ensure optimal chemical utilization. Oversees chemical orders and deliveries as required to maintain effective plant operations.

Manages the annual water reclamation budget by monitoring contracts for supplies and services, budget line-item accounts, preparing budget adjustments, submitting purchase requisitions and reviewing purchase order modifications.

Provides positive leadership, clear communication and sound direction to facility staff by setting division goals and objectives and clearly communicating expectations. Mentors WRF staff, as required, and monitors employee performance, training and development. Participates in personnel selection and disciplinary activities as required.

Champions a culture of safety. Follows all Job Hazard Analysis (JHA), utilizes required safety equipment, inspects safety equipment and occasionally enters confined spaces by safely following Occupational Safety and Health Administration (OSHA) regulations. Ensures staff is properly trained on tools and equipment used to complete required tasks.

May be called upon to contribute knowledge and vision to other divisions within the Department. May be called upon to assist other divisions within the Department or other Departments within the City, and shall perform other duties as assigned.

Minimum Qualifications

High school diploma or GED equivalency is required.

Work requires a general knowledge of the wastewater treatment process, equipment and controls and basic laboratory sampling and testing procedures. Additional knowledge obtained through a vocational school certificate program or similar course of study is preferred.

A minimum of seven (7) years of experience working at a wastewater treatment facility, or similar facility, is required.

A minimum of three (3) years of supervisory experience is required.

An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.

Must possess an Arizona Department of Environmental Quality (ADEQ) Wastewater Treatment Operator Grade IV Certification and must be able to maintain certification for the duration of employment.

A valid Arizona Class D Drivers License is required.
