Position Summary:

Performs a variety of clerical, technical, and analytical activities; helps maintain a variety of programs and activities, including computer maintenance management system, financials, records retention, regulatory reports, and other associated programs within the Water Resources Division to meet regulatory requirements and goals. Works with internal customers and other City departments to implement standards and technical support systems that ensures efficiency within a customer friendly environment.

Essential Duties:

  • Works closely with staff to monitorWater Service Applications through processes to keep workflow on track; assures compliance with applicable codes, timeframes, and policies.
  • Recommends procedural changes to resolve issues, improve efficiencies, and automation of existing work; accommodates new technical or development trends.
  • Assistsin development of processes to streamline written policies and standard operating procedures (SOP);improvements to services; and helps to identifyadditional efficiencies.
  • Assistswith the implementation, installation, configuration, troubleshooting, training, maintenance and updating of applicable technologies, including but not limited to CentralSquare, Laserfische, and other programs that support department activities. Develop process and procedure for data gathering, input and reporting.
  • Assists with the preparation of a variety of reports such as monthly and quarterly activity summaries, annual reports and specific statistical/research reports as needed.
  • Assists with the proper management and implementation of the City's Records Management Program for the Division by organizing paper and electronic files, records retention schedules, and regulatory reports and records.
  • Assists with the processing and tracking of Water Service Agreement applications (WSA) for incorporation into the Water Resources Obligation Catalog and the Water Resources Management Model (WRMM)
  • Assists with preparing memos, presentations, and other materials as needed in support of Council and Council Subcommittees related to water resources items.
  • Assists in identifying, applying for and managing grant opportunities.
  • Performs high level office support duties and provides specialized program support, as needed.
  • Conducts research; prepares statistical reports and spreadsheets.
  • Maintains various paper files; retrieves records, logs and files paper documents; assists with Public Record Requests; retrieves, revises, prints, and saves computer files; and prepares copies of documents as requested
  • Maintains various computer files and databases; collects and tracks data.
  • Provides support to assigned projects or programs, such as the Water Rebate Program.
  • Assists management with administrative needs.
  • Tracks and Assists with the professional development and training of Department staff, including monitoring continuing education, certification achievement/renewal.
  • Tracks and Assists withEmployee PPE and uniform orders.
  • Serves as backup to other administrative support staff, including answering multi-line phone system, mail distribution and receptionist, when needed.
  • Types drafts; proofreads edited copy; prepares various final documents including letters, reports, forms, invoices and training materials; and copies and collates materials for distribution and/or storage.
  • Opens, sorts, and distributes mail.
  • Assists with budget monitoring.
  • Attends required meetings.
  • Completes special projects, as needed.
  • General office management.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience:

Associate degree with major course work in public administration, business/project management or a closely related area; three (3) years of planning, engineering, or water resource experience preferably in a capacity within a municipal environment; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess a valid Arizona driver's license.

Knowledge, Skill and Abilities:

  • Knowledge of the City of Prescott's governmental organization, policies, and procedures.
  • Knowledge of federal, state, and City rules, regulations, policies, procedures, codes, and ordinances related to water resource managementand records retention.
  • Knowledge of general water conservation issues related to the Southwest and particularly Arizona.
  • Knowledge of state records management program for municipalities and applicable Arizona revised statutes for public records.
  • Knowledge of principles, practices, policies, and procedures of records retention.
  • Knowledge of research and analytical reporting methods, techniques, and procedures.
  • Ability to follow-up on tasks while working on multiple projects.
  • Knowledge of City codes and policies that govern the operations of ComDev.
  • Skill in using computer software, including word processing, spreadsheet, and database applications.
  • Skill in developing and implementing procedures to expedite plan review processes.
  • Skill in tracking project status, identifying process delays or bottlenecks, and recommending solutions.
  • Skill in coordinating and implementing duties related to public records between various divisions for the Department.
  • Skill in communicating, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with stakeholders.
  • Ability to investigate and respond to difficult and sensitive problems and complaints in a professional manner.
  • Ability toidentify and report findings and take necessary corrective action.
  • Ability to work independently with a self-starting initiative.
  • Ability to perform research using complex technical reference manuals, City ordinances, legal agreements, and drawings.

Physical Demands And Working Conditions:

  • Work is performed in a standard City office environment
  • Safely operates a City vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Safely exerts moderate physical effort including, but not limited to, lifting, carrying, pushing, and/or pulling, etc. of objects and materials of moderate weight (35 pounds or less).
  • Work is performed in a relatively safe, secure, and stable work environment.
