This position is a non-federal role funded through an existing agreement between NRCS and NEW Solutions. The enrollee will provide direct support to farmers and landowners, enabling the implementation of conservation practices on the ground. This role contributes to NRCS's mission by enhancing capacity in field offices and ensuring timely assistance to producers. It is designed to free up NRCS staff for emergency and high-priority responses, not to replace federal staff.

This role helps ensure continued progress on conservation planning, practice implementation, and technical assistance, especially in high-demand or disaster-affected areas. It aligns with the Administration's priorities for farmer-first, field-facing, and partner-enabled capacity expansion.

NEW Solutions connects experienced workers (ages 55+) with the Natural Resources Conservation Services (NRCS). These are experienced professionals who provide technical and professional assistance to the Department of Agriculture for the Agriculture Conservation Experienced Services (ACES) Program.

Qualifications:

Minimum of 20 year(s) of experience in Knowledge of NRCS appeals policies and procedures. Experience working with water resources related public works projects. Familiarity with federal statutes and regulations governing water resources projects such as but not limited to (NEPA, NHPA, P&G, PR&G, PL-83-566. Valid State Driver?s license OR BA/BS Degree in Archeology, Agriculture, Natural Resources, Agronomy, or related field of study.

  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint
  • ACCESS/HANA, IAS, Protracts, NRCS specific/and/or certified.
Duties:

Assists National Water Management Center staff, Science & Technology, and Programs with project and program planning, including technical quality assurance reviews, technical training, process development, technical support to states, project coordination, and other technical expertise.

  • Ensures that NRCS is providing full technical support and data necessary for the timely completion of watershed plans. Conduct weekly meetings with NWMC and NRCS state staff for management of water resources planning projects and technical resolution to ensure project progress. Report weekly to the NWMC Director on the development of key watershed plan EA?s/EIS and related work products.   60%
  • Conducts analyses of issues associated with ecological and watershed policies, synthesizes data and information, and provides advice and recommendations on critical resource problems to management and conservation districts; guides Watershed Programs NEPA, Plans, reviews, and assessments; aids conservationists in planning a variety of practices and planning Policy Interpretation and assisting in developing Statements of Work.   20%
  • Provides analytical support for regulatory and policy actions, changes in programs, and specific conservation projects, including contributing to work on impact assessments.   10%
  • Assists in efforts to develop methods and tools to estimate the benefits of conservation programs and specific projects   10%

  • Overnight travel: the incumbent may need to travel to states to deliver training or technical assistance. It is expected that travel will be rare if needed.
