Minimum Qualifications:

BA degree in Social Services or related field or Equivalent work experience on a year for year basis in marketing, individual educational/ employment assessments, job placement, accessing social and educational services and case management. Or Two (2) years of supervisor experience or leadership role or Two (2) years of experience in budget development and management.

Salary Range: $27.75-$36.07/hr.

Position Overview:

The Program Manager will assist the department in achieving programmatic success statewide. Under the supervision of the Associate Directors, this position will assist with planning, implementing, and maintaining a comprehensive system designed to provide continuous and systemic evaluation of the Supportive Services Programs. The Program Manager will conduct evaluations of performance and provide corrective actions to ensure achievement of desired outcomes. Decisions and recommendations made by this position frequently have a significant impact on program operation, services, and accountability.

Essential Duties:

  • Develops internal systems to provide statistical information to management that is necessary for planning and reporting, and contractual compliance.
  • Oversee the collection of research and the documentation necessary to identify and codify quality standards for service delivery.
  • Assist in the creation and distribution of operational management reporting information and data sourcing for the program.
  • Provides program performance reports to supervisors.
  • Develop and implement structure that will ensure consistency between volume/outcome goals and optimal design for improved client flow.
  • Provide direct service, support, and programmatic training to the staff to ensure compliance and quality within the program.
  • Establish and maintain relationships with businesses, agencies, and organizations in the communities to meet all the community needs and to ensure that services are not duplicated.
  • Prepare reports, including areas of concern and recommendations for corrective actions when needed.
  • Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits.
  • Prepare and maintain records and reports, such as budgets, personnel records, or training manuals.
  • Review program files for completeness to ensure goals and objectives are being met, this include that job retention verification follow-ups are also met.
  • Assist in the preparation of quarterly and annual reports to the program funding source.
  • Other duties as assigned.

Requirements

Special Knowledge, Skills, and Abilities:

  • Excellent oral and written communication skills and demonstrated competency in preparing or editing complex multi-party documents.
  • Demonstrated experience in a professional office setting, including working in a busy office setting with a high volume of calls, public contact, and public speaking.
  • Strong interpersonal communications and collaboration skills, experience leading and supervising teams, writing policies and procedures, and attention to detail are also desired.
  • Demonstrated ability to work well independently and in teams.
  • Working knowledge of various software such as Microsoft Word, Excel, Sharepoint, and Teams is required.
  • Knowledge of various office machines such as computers, copier, fax machines, and postage machines.
  • Able to analyze statistical and financial reports, to identify problems and to take corrective actions.
  • Detail-oriented in maintaining records, strong organizational skills, and can capture data required by funding sources.
  • Demonstrated ability to manage multiple projects at the same time and the ability to delegate duties to staff based on an assessment of their skill set.
  • Demonstrated experience in interviewing candidates for positions and determining if a candidate is viable for a position within the department.
  • Demonstrated ability to utilize sound judgment, work effectively and calmly under pressure, and maintain confidentiality.
  • Demonstrated experience working in a confidential environment that deals with multicultural clientele, experience in relating to a wide variety of people, and the ability to remain calm when dealing with upset people.
  • Ability to demonstrate a genuine concern and respect for all cultures and diverse populations served by OIC.

Work Environment:

This position requires frequent standing, walking, sitting, speaking, and hearing. The role may occasionally require driving in various weather and road conditions, as well as lifting up to 10 pounds, reaching, pushing, pulling, and making frequent stops.
