Drive Accessible Web Experiences for an Entire City

A State Government Agency in Philadelphia is seeking a Web Accessibility Specialist to help ensure the City's websites and web applications are accessible, compliant, and usable for all residents.

This role is ideal for a hands-on accessibility professional who thrives at the intersection of testing, remediation, and collaboration with developers. You'll play a key role in improving digital equity by making public-facing web services inclusive and compliant with accessibility standards.

Contract Details

  • Duration: 12-month contract with potential for extension
  • Schedule: Full-time (40 hours/week)
  • Work Model: Hybrid (2 days onsite)
  • Location: 1234 Market Street, Philadelphia, PA
  • Pay Rate: $40/hour
Key Responsibilities

  • Conduct comprehensive accessibility audits of City websites and web applications
  • Remediate and validate web content to meet WCAG 2.1 AA standards
  • Utilize tools such as axe DevTools, WAVE, Lighthouse, Siteimprove, and assistive technologies like JAWS and NVDA
  • Collaborate with internal development teams and external vendors to resolve accessibility issues, providing detailed guidance on:
    • Semantic HTML
    • WAI-ARIA implementation
    • Keyboard navigation and focus management
    • Color contrast compliance
  • Integrate automated accessibility testing into CI/CD pipelines using tools such as axe-core, pa11y, and Lighthouse CI
  • Establish pre-deployment accessibility gates to prevent regressions
  • Support development and enhancement of the City's internal web crawler for accessibility monitoring
  • Review vendor deliverables to ensure accessibility compliance
  • Audit and remediate digital documents (PDFs, forms, reports) for compliance with WCAG 2.1 AA, PDF/UA, and Section 508
  • Educate and support departmental web teams in adopting accessible design and development best practices
  • Partner closely with the Accessibility Architect and OIT Digital Services team to align with enterprise accessibility standards
Required Qualifications

  • Minimum 3 years of professional experience in web accessibility testing, auditing, and remediation within enterprise or large-scale environments
  • Strong expertise in:
    • WCAG 2.1 AA / AAA
    • WAI-ARIA authoring practices
    • Section 508
    • ADA Title II requirements for web accessibility
  • Proficiency in HTML5, CSS3, and JavaScript, with the ability to analyze and recommend code-level accessibility fixes
  • Hands-on experience with accessibility testing tools such as:
    • axe DevTools
    • WAVE
    • Lighthouse
    • pa11y
  • Experience using assistive technologies such as JAWS and NVDA for manual testing
Preferred Qualifications

  • Experience working with government agencies or public sector web accessibility initiatives
  • Familiarity with WordPress or similar content management systems
  • Experience integrating accessibility testing into CI/CD pipelines (e.g., GitHub Actions)
  • Experience managing or tracking accessibility defects in development workflows
  • Relevant certifications such as:
    • IAAP Web Accessibility Specialist (WAS)
    • DHS Trusted Tester
  • Knowledge of:
    • Inclusive design principles
    • Plain-language web content practices
