OVERVIEW

Assignment

This Web Administrator assignment will provide support to the *** s (BPA s) Transmission Field Services, Business Controls and Information (TFAI) team and specifically, the Asset Data Management (ADM) team. ADM is responsible for providing an accessible, reliable and comprehensive asset data register. The Web Administrator will support the development and maintenance of the ADM Service Request System and supporting workflows, and support automation of other TF processes.

Organization

This assignment will be joining a team that is dedicated to our customer and our mission of driving the maintenance for our 15,000 miles of transmission lines and all of the many substations and their associated equipment throughout a six state region. Being in the data daily and working with our customers and partners to solve complex problems is the norm for this assignment. We are a heads down organization that enjoys collaborating with our customers to better determine and meet their needs. There are many challenges as several systems integrate to drive the maintenance of our systems. We model and test some of the solutions and then work with our IT partners to implement the new changes. We are on a compound with several of our customers so there is some travel to other locations (all of them are close enough to walk to). Ideally the candidate will have a depth of knowledge on data systems and how to configure them. They would also be energetic and be able to collaborate with our teammates while working closely with customers to determine their requirement and suggest courses of action for solution.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

With BPA Manager oversight and approval:

Identify Business & Data requirements and convert them into conceptual & logical data models.

Participate in design, development, and analysis of data architecture and warehousing approaches

Create, monitor, modify and troubleshoot necessary ETL processes needed by the BI projects

Analyze data to ensure information is accurate and reconcilable to its source of origin

Audits, reviews, and validates databases to ensure data integrity

Verify proper change and version control for code and reports

Identify, communicate, and resolve data quality and data reconciliation issues

Develop and verify standards and procedures for the storage and retrieval of institutional data are met. Alert the BPA manager of any deviations or concerns.

Create and maintain the documentation for each business unit s data model and ETL processes

Monitor and troubleshoot existing BI applications, including frameworks, cubes, and reports and ensure the availability of the systems for the end-users

Communicate regularly with technical, applications, and operational staff to ensure database integrity, security, and optimized performance at the application and database level

Design, build, enhance, and maintain PowerBI and dashboards working from specification documents and/or direct interaction with business users

Design and maintain SQL Server Analysis Services (SSAS) databases used in ad-hoc analytic research and automated reporting.

Write SQL Server queries and stored procedures to populate reporting datasets.

Decipher existing reports and database processes to assist users and owners in understanding reports

Design SharePoint solutions from conception to implementation

Develop SharePoint-based solutions from user needs in an Internet enabled application environment

Distinguish key interactions and connectives among enterprise Internet enabled applications solutions

Perform typical administrative and maintenance activities such as site creation, and permission management

Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities

Meet timelines, milestones, deliverables and provide timely (weekly) status updates

Understand and follow established processes and procedures including Change Management, Work Tracking and Time Management

Administer general system monitoring and verification

Act as a point-of-contact to troubleshoot SharePoint Services, sites and permissions, and other application and server issues

Recommend and apply configuration settings to meet business needs and security requirements

Create and administer enterprise search solutions using the SharePoint search capabilities

Provide support for both IT and business users for SharePoint sites.

Create Word documents, InfoPath forms, Excel spreadsheets, PowerPoint presentations and Visio flowcharts to document the designed SharePoint solutions and design appropriate training presentations and curriculum.

Support existing business systems and their users.

Administer general system monitoring and verification

Communicate with a wide variety of technical and business experts in both individual and group settings.

Provide formal training sessions to entry, mid, and advanced level users in both individual and small to large group settings

Perform typical administrative and maintenance activities such as site creation, permission management, backup/restore

Create and administer enterprise search solutions using the SharePoint search capabilities

Provide support for both IT and business users for SharePoint sites.

Support existing ADM SharePoint sites and their users.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s or Masters College Degree in computer science, information technology or a related technical field is highly preferred.

With an applicable Bachelor s or Master s degree, 10 years of experience in computer/information technology is required

Without an applicable Bachelor s or Master s degree, 14 years of experience in computer/information technology is required.

Required Technical Skills & Experience (required on matrix)

10+ years of experience in an enterprise web environment with 5+ years supporting SharePoint technologies is required.

Experience reviewing datasets, graphs, and charts for data quality.

Preferred Skills & Experience (optional on matrix)

Microsoft certification in SharePoint and/or Web Administration (MSCE)

Expert level knowledge of Microsoft SharePoint Server 2010 and supporting technologies

Working experience in training, support, and trouble-shooting for end-users

Working knowledge of content management, document management, and records management within a SharePoint environment

Technical requirements gathering skills in the Information Technology environment

Experience with InfoPath and workflow solutions

Experience with SharePoint Designer 2010 Site Workflow Solutions

Demonstrated expert knowledge of BI areas including ETL design, analytics, and reporting

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.

Disposing Govt. Property

All decisions regarding the disposal of BPA property must be made by appropriate federal personnel; and all property dispositions must be directed and controlled by the Investment Recovery Center (IRC).

Dissemination of Agency/Policy Information / Training

All training and any information that is to be disseminated must be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.

Inspection / IT Testing

Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
